<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

lives, to share with the world their <strong>in</strong>novations by apply<strong>in</strong>g to the United Nations <strong>Public</strong><br />

Service Awards Programme, which is held annually; to recognize the efforts of those<br />

who have already won this prestigious Awards by showcas<strong>in</strong>g their successful practices;<br />

<strong>and</strong> to provide United Nations Member States <strong>in</strong>terested <strong>in</strong> <strong>in</strong>novation <strong>in</strong> governance<br />

with useful <strong>in</strong>formation <strong>and</strong> knowledge about good practices for possible replication.<br />

In light of the above, Part One gives an overview of what the UNPSA is, who is eligible<br />

<strong>and</strong> how to apply, <strong>and</strong> highlights key aspects of the selection process. Part Two<br />

of this publication provides a description <strong>and</strong> brief analysis of the successful practices<br />

of the UNPSA W<strong>in</strong>ners from <strong>2003</strong> to 2009. F<strong>in</strong>ally, Part Three presents key<br />

f<strong>in</strong>d<strong>in</strong>gs on the positive impact that the UNPSA has on further promot<strong>in</strong>g <strong>and</strong> susta<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>novation <strong>in</strong> government among its w<strong>in</strong>ners, as well as lessons learned on<br />

what makes <strong>in</strong>novation successful.<br />

Case studies <strong>and</strong> <strong>in</strong>formation about the UNPSA W<strong>in</strong>ners<br />

which is part of the United Nations <strong>Public</strong> Adm<strong>in</strong>istration<br />

Network (UNPAN). The <strong>in</strong>itiatives can be<br />

UNPAN is designed to help countries, especially develop<strong>in</strong>g countries <strong>and</strong> countries <strong>in</strong><br />

economic transition, to respond to the challenges that governments face <strong>in</strong> bridg<strong>in</strong>g the<br />

digital divide between the ’haves <strong>and</strong> have-nots’ <strong>and</strong> to achieve their development goals.<br />

The long-term objective of UNPAN is to build the capacity of these regional <strong>and</strong> national<br />

<strong>in</strong>stitutions, so that they can access, process <strong>and</strong> dissem<strong>in</strong>ate relevant <strong>in</strong>formation<br />

by means of up-to-date <strong>in</strong>formation <strong>and</strong> communication technologies (ICTs) for the promotion<br />

of better public adm<strong>in</strong>istration.<br />

In short, UNPAN’s mission is to promote the shar<strong>in</strong>g of knowledge, experiences <strong>and</strong> best<br />

practices, throughout the world by means of ICTs, sound public policies, effective public<br />

adm<strong>in</strong>istration <strong>and</strong> efficient civil services, <strong>and</strong> through capacity-build<strong>in</strong>g <strong>and</strong> cooperation<br />

among Member States, with an emphasis on South-South cooperation <strong>and</strong> UNPAN’s commitment<br />

to <strong>in</strong>tegrity <strong>and</strong> excellence. It is the only network of its type <strong>in</strong> the world today.<br />
