<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> Adm<strong>in</strong>istration<br />

Lessons Learned on Innovation <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

By exam<strong>in</strong><strong>in</strong>g the successful cases of the UNPSA, a number of key pr<strong>in</strong>ciples <strong>and</strong><br />

strategies for <strong>in</strong>novation emerge as prom<strong>in</strong>ent. Although each case has its own specific<br />

challenge <strong>and</strong> solution, it is important to mention that common denom<strong>in</strong>ators<br />

can be identified <strong>in</strong> all <strong>in</strong>novations.<br />

In order to underst<strong>and</strong> what are the necessary <strong>in</strong>gredients that turn an <strong>in</strong>novation<br />

<strong>in</strong>to a success, it is important to review what are the steps an <strong>in</strong>novation has to follow<br />

on the way to success. Innovation <strong>in</strong> government <strong>in</strong>volves agents of change,<br />

processes, <strong>and</strong> mechanisms, as well as value systems <strong>and</strong> normative orders, technology<br />

<strong>and</strong> resources (not necessarily f<strong>in</strong>ancial). The will of the people implicated <strong>in</strong><br />

solv<strong>in</strong>g a problem as well as leadership are critical components of the process. In<br />

order to learn from <strong>and</strong> adapt an <strong>in</strong>novation to one’s own context, the follow<strong>in</strong>g<br />

steps can be taken:<br />

• Def<strong>in</strong>ition of the problem;<br />

• Establishment of a strategic plan framework;<br />

• Agreement upon <strong>and</strong> adoption of guidel<strong>in</strong>es;<br />

• Documentation (circumstances, characteristics, results) <strong>in</strong> broad <strong>and</strong> diverse<br />

forms (through, for example, on-l<strong>in</strong>e databases; analytical case studies, video<br />

cameras to document the <strong>in</strong>novation, etc.);<br />

• Dissem<strong>in</strong>ation of results;<br />

• Monitor<strong>in</strong>g of implementation;<br />

• Coord<strong>in</strong>ation <strong>and</strong> <strong>in</strong>tegration <strong>in</strong>to the policy framework;<br />

• Susta<strong>in</strong>ability of the <strong>in</strong>novation (<strong>in</strong>stitutionalized rather than l<strong>in</strong>ked to a particular<br />

person).<br />

The experience of the UNPSA exemplifies that <strong>in</strong> order to consolidate democracy,<br />

public services need to be efficient <strong>and</strong> accessible to all. In order to foster <strong>in</strong>novation<br />

<strong>in</strong> public service delivery, the follow<strong>in</strong>g factors are critical to build<strong>in</strong>g an enabl<strong>in</strong>g<br />

environment for <strong>in</strong>novation, <strong>in</strong>clud<strong>in</strong>g:<br />

• Effective leadership: Leaders at all levels should be committed to enhance the<br />

quality of citizens’ lives. Their decisions <strong>and</strong> actions should constantly focus<br />

on promot<strong>in</strong>g the well-be<strong>in</strong>g of citizens.Therefore, <strong>in</strong>novation should only be<br />

pursued if it has a positive effect on society. Leadership usually means go<strong>in</strong>g<br />

aga<strong>in</strong>st the traditional way of do<strong>in</strong>g bus<strong>in</strong>ess; br<strong>in</strong>g<strong>in</strong>g people along to a new<br />

way of th<strong>in</strong>k<strong>in</strong>g, or recogniz<strong>in</strong>g what needs to be done that nobody else recognizes.<br />

Leaders should be determ<strong>in</strong>ed to take risks <strong>and</strong> tolerate uncerta<strong>in</strong>ties that<br />

any change br<strong>in</strong>gs about. They should embrace change as an abid<strong>in</strong>g philosophy<br />

<strong>and</strong> focus on <strong>in</strong>novations as a new thrust for the public service. Leaders’<br />
