perform<strong>in</strong>g those services on behalf of the customer agency, accord<strong>in</strong>g to its needs.<br />

Second, they further improved their e-procurement system by add<strong>in</strong>g more convenient<br />

features among others such as, Personal Digital Assistant (PDA) mobile service,<br />

e-catalogue services, e-mall for the public procurement, <strong>and</strong> Radio Frequency<br />

Identification (RFID).<br />

Last, PPS adopted a performance based personnel management policy to motivate<br />

employees to be more prone to <strong>in</strong>novation. The more they achieve, the more they will<br />

be compensated <strong>in</strong> terms of monetary benefits or promotion. To implement this policy<br />

<strong>in</strong> a transparent <strong>and</strong> objective way, PPS built a Balance Score Card (BSC) system,<br />

to evaluate each employee by the scores of this system.<br />

Many public organisations <strong>in</strong> Korea benchmarked the PPS successful practice.<br />

Though it has not been strictly replicated due to different environments <strong>and</strong> services<br />

provided, the processes implemented <strong>and</strong> the way obstacles were overcome have<br />

<strong>in</strong>spired these organisations.<br />

Many countries have also benchmarked KONEPS – the official br<strong>and</strong> name of the<br />

Korean government e-procurement system. Officials from more than 90 countries<br />

studied it, either by visit<strong>in</strong>g PPS or by attend<strong>in</strong>g tra<strong>in</strong><strong>in</strong>gs. Vietnam <strong>and</strong> Pakistan led<br />

a feasibility study – conducted with PPS – to adopt the e-procurement system, <strong>and</strong><br />

Vietnam recently passed a law aim<strong>in</strong>g at <strong>in</strong>troduc<strong>in</strong>g e-procurement.<br />

W<strong>in</strong>ner of the United Nations <strong>Public</strong> Service Award 2005 <strong>in</strong> the category “Improv<strong>in</strong>g<br />

the delivery of services”, the Autonomous Establishment for the Control <strong>and</strong> Coord<strong>in</strong>ation<br />

of Exports (EACCE), implemented <strong>in</strong>novative strategies to conduct more efficiently<br />

the quality control of fruits <strong>and</strong> vegetables for exports. These strategies <strong>in</strong>cluded<br />

<strong>in</strong> a revitalization of human resources, decentralization <strong>and</strong> enhancement of<br />

control facilities, <strong>and</strong> collaboration between public <strong>and</strong> private entities. These reforms<br />

significantly impacted the <strong>in</strong>ternational competitiveness of domestic enterprises.<br />

S<strong>in</strong>ce receiv<strong>in</strong>g the UNPSA, EACCE promoted two <strong>in</strong>novative projects. They implemented<br />

the e-eacce system, an onl<strong>in</strong>e system allow<strong>in</strong>g the user to perform, from<br />

home, adm<strong>in</strong>istrative requirements for the establishment of their bus<strong>in</strong>ess, <strong>and</strong> oversight<br />

services for operators to carry out <strong>in</strong>-house controls aim<strong>in</strong>g at significantly<br />

lessen<strong>in</strong>g official controls.<br />

The Moroccan government took advantage of this successful <strong>in</strong>itiative: a similar project<br />

promot<strong>in</strong>g e-government is be<strong>in</strong>g implemented <strong>in</strong> Morocco <strong>and</strong> it will enable citizens<br />

nationwide to download major adm<strong>in</strong>istrative documents through the Internet.<br />
