<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

applications received year after year by the Division for <strong>Public</strong> Adm<strong>in</strong>istration <strong>in</strong>creased,<br />

but the division has also provided positive feed-back questionnaire, sent<br />

every year to evaluate <strong>and</strong> assess the impact of w<strong>in</strong>n<strong>in</strong>g the UNPSA Awards.<br />

Most of the answers received highlighted that awarded <strong>in</strong>stitutions became more<br />

prone to <strong>in</strong>novation, <strong>and</strong> all of them developed other <strong>in</strong>novations s<strong>in</strong>ce they received<br />

the UNPSA Award. W<strong>in</strong>n<strong>in</strong>g the UNPSA also greatly enhanced the morale of the<br />

w<strong>in</strong>n<strong>in</strong>g <strong>in</strong>stitutions personnel <strong>and</strong> thus encouraged a positive environment for<br />

change. Organisations, <strong>and</strong> their success has been featured <strong>in</strong> many newspapers <strong>and</strong><br />

broadcast on local <strong>and</strong>/or national networks. W<strong>in</strong>n<strong>in</strong>g <strong>in</strong>stitutions generally seek <strong>in</strong>novations<br />

to replicate among other w<strong>in</strong>ners’ successful practices. Besides, many <strong>in</strong>novations<br />

are either replicated, or studied so that the process may be replicated by<br />

How W<strong>in</strong>n<strong>in</strong>g the UNPSA Promotes Further <strong>Innovations</strong> <strong>in</strong> Government:<br />

Putt<strong>in</strong>g People at the Centre of Decision-mak<strong>in</strong>g about Poverty<br />

Alleviation: the Ubudehe Initiative <strong>in</strong> Rw<strong>and</strong>a<br />

The Ubudehe <strong>in</strong>itiative, which promotes citizen engagement <strong>and</strong> participation <strong>in</strong><br />

governance programmes for poverty alleviation, has been replicated by other local<br />

development organisations. Moreover, the M<strong>in</strong>istry of Local Government is discuss<strong>in</strong>g<br />

with the M<strong>in</strong>istry of Cooperatives how to exp<strong>and</strong> the Ubudehe <strong>in</strong>itiative so<br />

that it is transformed <strong>in</strong>to a village cooperative at the local level throughout the<br />

country. Prelim<strong>in</strong>ary discussion has also been <strong>in</strong>itiated with Burundi, a neighbour<strong>in</strong>g<br />

country, which <strong>in</strong>tends to replicate this new approach. S<strong>in</strong>ce w<strong>in</strong>n<strong>in</strong>g the United<br />

Nations <strong>Public</strong> Service Awards <strong>in</strong> June 2008, the Ubudehe has <strong>in</strong>creased its national<br />

<strong>and</strong> <strong>in</strong>ternational recognition as demonstrated by the fact that it has received additional<br />

fund<strong>in</strong>g from the European Development Fund <strong>in</strong> the amount of €375,000.<br />

Other donors <strong>and</strong> various NGOs partners are now us<strong>in</strong>g the “Ubudehe approach” <strong>in</strong><br />

different sectors. For example, the M<strong>in</strong>istry of Health is us<strong>in</strong>g the Ubudehe approach<br />

to identify the poorest people trough Ubudehe mapp<strong>in</strong>g so that they can receive<br />

an <strong>in</strong>surance health card.<br />

The w<strong>in</strong>n<strong>in</strong>g of the 2008 UNPSA was celebrated at the national level together with the<br />

ceremony for the best implementation of the Ubudehe at the village level. One village<br />

<strong>and</strong> one household per district were selected for best “Ubudehe” practice <strong>and</strong> received<br />

an Award. Moreover, three villages <strong>and</strong> three households (Ubudehe best practice) received<br />

an Award from the European Development Fund. Around 2,000 people from all<br />

over the country were <strong>in</strong>vited to Kigali to celebrate this event presided over by the<br />

President of the Republic, cab<strong>in</strong>et members <strong>and</strong> donors; took part <strong>and</strong> received the<br />

United Nations <strong>Public</strong> Service Award <strong>and</strong> testimonies from different districts.<br />
