Description<br />

The Electoral Commission (IEC) is a permanent body created by the Constitution of<br />

the Republic of South Africa to promote <strong>and</strong> safeguard representative democracy <strong>in</strong><br />

South Africa. Although publicly funded <strong>and</strong> accountable to parliament, the commission<br />

is <strong>in</strong>dependent of government. Its immediate task is the impartial management<br />

of free <strong>and</strong> fair elections at all levels of government.<br />

One of the Commission’s strategic objectives is to “Deliver well-run elections which<br />

produce results that are credible”. The <strong>in</strong>itiative of scann<strong>in</strong>g results was <strong>in</strong>troduced<br />

to streaml<strong>in</strong>e the verification process as well as ensure transparency <strong>in</strong> the process.<br />

Political parties <strong>and</strong> the media could verify the accuracy of the results captured on the<br />

Results System aga<strong>in</strong>st the signed image of the orig<strong>in</strong>al results slip that was signed<br />

at the vot<strong>in</strong>g station. The accuracy <strong>and</strong> efficiency of the results audit<strong>in</strong>g process was<br />

markedly improved with a record decrease <strong>in</strong> audit queries. The importance of transparent<br />

electoral processes <strong>in</strong> uphold<strong>in</strong>g democracies <strong>and</strong> political stability cannot be<br />

overemphasized <strong>and</strong> this is a commendable <strong>and</strong> exemplary <strong>in</strong>itiative for the region<br />

<strong>and</strong> the rest of the world.<br />
