Description<br />

Provid<strong>in</strong>g faster service to citizens by Automat<strong>in</strong>g Service Request Procedures.<br />

The Problem<br />

Citizens had to queue for hours dur<strong>in</strong>g work days at government offices to pay taxes<br />

<strong>and</strong> f<strong>in</strong>es or to obta<strong>in</strong> documents, such as driv<strong>in</strong>g licenses or birth certificates. Information<br />

on how <strong>and</strong> where to f<strong>in</strong>d rules <strong>and</strong> regulations has often been hard to f<strong>in</strong>d,<br />

<strong>and</strong> it has often <strong>in</strong>volved mak<strong>in</strong>g <strong>in</strong>quiries at several different m<strong>in</strong>istries or government<br />

agencies. The government cont<strong>in</strong>uously faced a challenge <strong>in</strong> deliver<strong>in</strong>g services<br />

<strong>in</strong> an efficient manner.<br />

The Solution<br />

In 1976, the M<strong>in</strong>istry of State for Adm<strong>in</strong>istrative Development (MSAD) was established.<br />

Its objective was to enhance <strong>and</strong> <strong>in</strong>crease the efficiency of government by<br />

adopt<strong>in</strong>g new techniques <strong>and</strong> mechanisms to better serve citizens.<br />

The Egyptian government cont<strong>in</strong>ually faces the challenge of deliver<strong>in</strong>g services efficiently:<br />

citizens often experience the frustration of wait<strong>in</strong>g <strong>in</strong> l<strong>in</strong>es for hours at<br />

government offices to pay taxes <strong>and</strong> f<strong>in</strong>es or to obta<strong>in</strong> documents such as drivers’ licenses<br />

or birth certificates. Information on how <strong>and</strong> where to f<strong>in</strong>d rules <strong>and</strong> regulations<br />

has often been hard to obta<strong>in</strong>.<br />

The government took the first steps to modernize government services <strong>in</strong> 1998, with<br />

the aim of simplify<strong>in</strong>g delivery of services to customers by <strong>in</strong>troduc<strong>in</strong>g new technologies<br />

such as voice mail service, automated fax services, <strong>and</strong> <strong>in</strong>ternet. Depend<strong>in</strong>g<br />

on one’s location with<strong>in</strong> or outside the greater Cairo, three different service numbers<br />

can be used to request services or make <strong>in</strong>quiries. This system works also for request<strong>in</strong>g<br />

various applications <strong>and</strong> forms, which can be sent directly to an appropriate office<br />

by an automated fax service.<br />

Citizens can also use the M<strong>in</strong>istry’s website to reach a variety of government services.<br />

This efficient way to obta<strong>in</strong> <strong>in</strong>formation <strong>and</strong> services has s<strong>in</strong>ce been greatly<br />

extended by the E-government portal.<br />

Improv<strong>in</strong>g services depended on three basic approaches:<br />
