<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

• Develop a Risk Management Framework to reduce breaches <strong>in</strong> <strong>in</strong>formation<br />

security <strong>in</strong> e-commerce transactions;<br />

• Identify <strong>and</strong> make recommendations for policies to promote trust <strong>and</strong> reduce<br />

fraud <strong>in</strong> e-commerce transactions;<br />

• Enhance consumers’ <strong>and</strong> bus<strong>in</strong>esses’ confidence <strong>in</strong> e-commerce through sem<strong>in</strong>ars,<br />

case studies <strong>and</strong> research.<br />

The strategic goal of the Infocom Development Authority (IDA) is to promote a<br />

vibrant <strong>and</strong> competitive Infocom <strong>in</strong>dustry <strong>in</strong> S<strong>in</strong>gapore, one that attracts foreign<br />

<strong>in</strong>vestment <strong>and</strong> susta<strong>in</strong>s a long-term GDP growth through <strong>in</strong>novative Infocom technology<br />

development.<br />

IDA seeks to achieve these objectives as the national Infocom master planner <strong>and</strong><br />

developer, <strong>and</strong> the Government CIO:<br />

• The Infocom Industry Champion: One of IDA’s key responsibilities is creat<strong>in</strong>g<br />

a conducive, <strong>in</strong>novative, <strong>and</strong> competitive Infocom environment that is both<br />

pro-consumer <strong>and</strong> pro-bus<strong>in</strong>ess. The IDA develops policies, st<strong>and</strong>ards, codes<br />

of practices <strong>and</strong> advisory guidel<strong>in</strong>es for the Infocom <strong>in</strong>dustry. One ma<strong>in</strong> objective<br />

is to encourage effective competition <strong>in</strong> the telecommunications market <strong>in</strong><br />

S<strong>in</strong>gapore. It monitors local <strong>and</strong> global Infocom market trends <strong>and</strong> regulatory<br />

measures, while rema<strong>in</strong><strong>in</strong>g technologically neutral, to ensure that Infocom<br />

policies <strong>and</strong> regulatory frameworks rema<strong>in</strong> effective <strong>and</strong> relevant <strong>in</strong> a dynamic<br />

<strong>and</strong> rapidly chang<strong>in</strong>g world;<br />

• The Infocom Master-Planner <strong>and</strong> Developer: S<strong>in</strong>gapore has an <strong>in</strong>ternational<br />

reputation for the effective use of Infocom technology to drive economic<br />

development <strong>and</strong> social growth. As part of the Infocom master-plann<strong>in</strong>g for<br />

S<strong>in</strong>gapore, IDA ensures that a robust national Infocom <strong>in</strong>frastructure is <strong>in</strong><br />

place to meet the needs of the government, bus<strong>in</strong>esses <strong>and</strong> people. Mov<strong>in</strong>g<br />

forward with the iN2015 master-plan, IDA seeks to build the next generation<br />

national Infocom <strong>in</strong>frastructure that comb<strong>in</strong>es complementary wired <strong>and</strong> wireless<br />

networks. The wired broadb<strong>and</strong> network or Next Generation National<br />

Broadb<strong>and</strong> Network (Next Gen NBN) will deliver ultra-high broadb<strong>and</strong> symmetric<br />

speeds of 1Gbps <strong>and</strong> above to all homes, offices <strong>and</strong> schools, while the<br />

Wireless Broadb<strong>and</strong> Network (WBN) will offer pervasive connectivity around<br />

S<strong>in</strong>gapore. IDA promotes the adoption of Infocom technology as a key enabler<br />

to enhance S<strong>in</strong>gapore’s economic competitiveness. It works with both public<br />

<strong>and</strong> private organisations to spearhead the strategic use of Infocom, encourag<strong>in</strong>g<br />

<strong>in</strong>novation as well as research <strong>and</strong> development <strong>in</strong> emerg<strong>in</strong>g areas such as<br />

digital media. IDA has an excellent track record for master plann<strong>in</strong>g Infocom<br />

projects for the government. It also works with the <strong>in</strong>dustry to harness Infocom<br />
