Description<br />

Build<strong>in</strong>g confidence amongst bus<strong>in</strong>esses <strong>and</strong> consumers <strong>in</strong> order to spur<br />

e-Commerce growth <strong>in</strong> S<strong>in</strong>gapore.<br />

The Problem<br />

To encourage accreditation of reliable e-commerce websites through the use of trust<br />

marks <strong>and</strong> third-party certification processes.<br />

The Solution<br />

The process started with the establishment <strong>in</strong> 2001 of the National Trust Council<br />

(NTC) <strong>and</strong> the conceptualization of the TrustSg Program, a nationwide trust mark<br />

<strong>in</strong>itiative aimed at address<strong>in</strong>g the private sector’s concerns. S<strong>in</strong>ce the launch of the<br />

TrustSg Program, NTC <strong>and</strong> IDA have been actively accredit<strong>in</strong>g onl<strong>in</strong>e bus<strong>in</strong>esses as<br />

well as organiz<strong>in</strong>g <strong>and</strong> support<strong>in</strong>g various market<strong>in</strong>g activities to boost consumer<br />

confidence <strong>in</strong> onl<strong>in</strong>e transactions. Exist<strong>in</strong>g <strong>and</strong> potential Trust Mark providers such<br />

as trade associations, chambers of commerce <strong>and</strong> bus<strong>in</strong>esses are encouraged to accredit<br />

themselves under the TrustSg Program. If their Code of Practice meets the<br />

st<strong>and</strong>ards set by NTC, they will be appo<strong>in</strong>ted as Authorized Code Owners (ACO) <strong>and</strong><br />

given the authority to award the TrustSg seal to the onl<strong>in</strong>e bus<strong>in</strong>esses with<strong>in</strong> their<br />

<strong>in</strong>dustry. NTC, with the support of IDA, has also put <strong>in</strong> place an effective system to<br />

answer questions <strong>and</strong> compla<strong>in</strong>ts. ACOs affiliated <strong>in</strong> the TrustSg Program are required<br />

to come up with a way to address questions <strong>in</strong>volv<strong>in</strong>g its accredited bus<strong>in</strong>esses.<br />

The mechanism must <strong>in</strong>clude either <strong>in</strong>ternal procedures for answer<strong>in</strong>g compla<strong>in</strong>ts<br />

or other procedures facilitat<strong>in</strong>g Alternative Dispute Resolution (ADR)<br />

methods. NTC is charged to specifically look <strong>in</strong>to areas of trust marks, risk <strong>and</strong> fraud<br />

management, as well as good practices <strong>in</strong> e-commerce.<br />

Its ma<strong>in</strong> objectives are to:<br />

• Help bus<strong>in</strong>esses <strong>and</strong> consumers <strong>in</strong>crease trust <strong>and</strong> confidence <strong>in</strong> e-commerce;<br />

• Develop <strong>and</strong> promote the TrustSg Program;<br />

• Develop <strong>and</strong> promote the best e-bus<strong>in</strong>ess practices <strong>and</strong> trustworthy e-commerce<br />

environment;<br />
