<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

i-<strong>Governance</strong> engenders citizen engagement by improv<strong>in</strong>g access to <strong>in</strong>formation on<br />

government policies <strong>and</strong> operations through ICT <strong>and</strong> non-ICT tools. For example,<br />

the Naga City Citizens Charter is a guide book provid<strong>in</strong>g <strong>in</strong>formation on the procedures<br />

for obta<strong>in</strong><strong>in</strong>g various services, the response time for their delivery <strong>and</strong> the officers<br />

responsible for the service. The Charter catalogs more than 150 services <strong>and</strong><br />

conta<strong>in</strong>s maps show<strong>in</strong>g locations of the offices responsible for a specific service. The<br />

<strong>in</strong>formation is also dissem<strong>in</strong>ated through local newspapers <strong>and</strong> broadcast media.<br />

Naga was among the very first local governments to use the <strong>in</strong>ternet, which was chosen<br />

as an engagement tool because of its robust growth – the number of <strong>in</strong>ternet connections<br />

<strong>in</strong> the city grows by at least 91% annually. The NetServe is the web equivalent<br />

of the citizens Charter conta<strong>in</strong><strong>in</strong>g downloadable forms used <strong>in</strong> transactions with<br />

various agencies; Share Naga promotes <strong>in</strong>formation about the city government operations;<br />

Sell Naga provides essential <strong>in</strong>formation about the city’s marketability <strong>and</strong><br />

competitive edge, by extensively discuss<strong>in</strong>g the city’s <strong>in</strong>vestments <strong>and</strong> tourism assets;<br />

Star Naga provides <strong>in</strong>formation on awards accorded to the city government,<br />

publicizes governance <strong>in</strong>novative practices <strong>and</strong> serves as a forum for discuss<strong>in</strong>g the<br />

city’s governance advocacies.<br />

Transparency <strong>and</strong> accountability is <strong>in</strong>creased through improved access to <strong>in</strong>formation<br />

regard<strong>in</strong>g the responsibilities of government agencies, processes <strong>and</strong> the operational<br />

st<strong>and</strong>ards for the delivery of services. Citizens are encouraged to monitor government’s<br />

<strong>and</strong> officers’ performance. By enhanc<strong>in</strong>g transparency mechanisms, the program<br />

has contributed to sav<strong>in</strong>gs of at least PhP 10M a year <strong>in</strong> the city procurement<br />

system. By enhanc<strong>in</strong>g consciousness about performance st<strong>and</strong>ards, it has allowed<br />

Naga to “do more with less”. In fact, despite budget reductions <strong>in</strong> <strong>2003</strong>, the city was<br />

able to more actively pursue its growth plan <strong>and</strong> address the equity-build<strong>in</strong>g concerns.<br />

In sum, i-governance has become a tool for equitable service delivery <strong>and</strong> has <strong>in</strong>volved<br />

a number of strategies, <strong>in</strong>clud<strong>in</strong>g promot<strong>in</strong>g progressive development, with “growth<br />

with equity” as its core philosophy, <strong>and</strong> foster<strong>in</strong>g equal access to public services.<br />
