Description<br />

Develop<strong>in</strong>g an IT-based system of benchmarks to speed up data collection to<br />

improve public <strong>and</strong> private sector performance.<br />

The Problem<br />

Prior to the <strong>in</strong>troduction of the e-benchmark<strong>in</strong>g system, data collection was ma<strong>in</strong>ly<br />

accomplished us<strong>in</strong>g the postal system, via questionnaires that were delivered by<br />

mail. Data verification <strong>and</strong> validation was conducted through telephone <strong>in</strong>terviews<br />

<strong>and</strong> site visits. Data entry, computation, rank<strong>in</strong>g <strong>and</strong> benchmark<strong>in</strong>g were done manually<br />

by research assistants us<strong>in</strong>g spread sheets. These processes were time consum<strong>in</strong>g,<br />

costly <strong>and</strong> subject to human error. As a result, benchmark<strong>in</strong>g reports could not<br />

be delivered effectively to the participat<strong>in</strong>g <strong>in</strong>dustries for immediate use <strong>in</strong> decision<br />

mak<strong>in</strong>g processes.<br />

The Solution<br />

The government of Malaysia realized that <strong>in</strong> the age of ICT applications <strong>and</strong> <strong>in</strong>ternet,<br />

<strong>in</strong>novation, creativity <strong>and</strong> more efficient ways of data collection are <strong>in</strong>strumental to<br />

ensur<strong>in</strong>g that only accurate data are used <strong>in</strong> decision mak<strong>in</strong>g processes. Therefore,<br />

the government decided to allocate development funds to promote benchmark<strong>in</strong>g <strong>in</strong><br />

the private <strong>and</strong> public sectors through the National Productivity Corporation (NPC).<br />

The objective of this <strong>in</strong>itiative was to develop world class companies <strong>in</strong> Malaysia, to<br />

promote a culture of excellence, <strong>and</strong> enhance productivity.<br />

S<strong>in</strong>ce 1998, the NPC has been promot<strong>in</strong>g benchmark<strong>in</strong>g <strong>and</strong> work<strong>in</strong>g closely with<br />

various <strong>in</strong>dustry associations <strong>and</strong> government agencies. To assist the <strong>in</strong>dustries<br />

achieve higher productivity <strong>and</strong> strengthen their <strong>in</strong>ternational comparative advantage,<br />

the NPC created a web-based database tool to improve data collection, facilitate<br />

effective communication among the benchmark<strong>in</strong>g communities, <strong>and</strong> benchmark<br />

productivity <strong>in</strong> manufactur<strong>in</strong>g <strong>and</strong> agriculture, as well as extend such services to<br />

other sectors of the economy. This new system allows <strong>in</strong>dustries to conveniently type<br />

<strong>in</strong> data, compute <strong>in</strong>dicators, rank performance <strong>and</strong> benchmark comparisons onl<strong>in</strong>e.<br />

Confidentiality of <strong>in</strong>dustry data is secured by a password.<br />
