S<strong>in</strong>ce resources were not available to hire more police officers <strong>in</strong> the rural areas nor<br />

were police stations reallocated or built near rural areas, older vehicles were modified<br />

to reach these distant locations, br<strong>in</strong>g<strong>in</strong>g justice to the door steps of the people.<br />

Officers assigned to the Mobile Services visited villages on a prearranged schedule<br />

to address residents’ problems <strong>and</strong> also provided additional services such as crime<br />

prevention, victim empowerment, registration of case dockets <strong>in</strong> rape cases <strong>and</strong> mak<strong>in</strong>g<br />

arrests for social <strong>and</strong> other crimes.<br />

These mobile community centres were designed especially to service long time marg<strong>in</strong>alized<br />

communities. The project’s aim was to restore hope <strong>and</strong> trust <strong>in</strong> the government’s<br />

capacity to reach out to people <strong>in</strong> rural areas <strong>and</strong> fight crime. Village chiefs<br />

were consulted dur<strong>in</strong>g each visit <strong>and</strong> kept visit registers, which officers signed on<br />

their daily visits. The program was so successful that when the time came to move<br />

mobile units to the next village, chiefs eagerly requested extensions.<br />
