Good Practices and InnovATIONS in Public Governance to elaborate a variety of indicators related to social vulnerability and quality of life. In addition, this initiative required the entire municipal administration to look at problems on a more local level. By some estimates, Belo Horizonte’s Participatory Budget has mobilized over 220,000 people, the majority belonging to the less privileged classes. Belo Horizonte is administered by a coalition of political parties, social militants and civil society leaders. Today the city has a democratically elected administration, which counts among its principles popular participation in city management. Citizens identify needs, help allocate resources and prioritize investments, all of which helps to orient city planning. The institutional reforms behind the Participatory Budget programme has helped solve the crisis of representative democracy.
