Description<br />

Simplify<strong>in</strong>g the process of human resources management, promot<strong>in</strong>g transparency<br />

<strong>and</strong> m<strong>in</strong>imiz<strong>in</strong>g corruption <strong>in</strong> public services.<br />

The Problem<br />

The government was faced with a variety of issues, <strong>in</strong>clud<strong>in</strong>g problems related to<br />

adm<strong>in</strong>ister<strong>in</strong>g <strong>and</strong> pay<strong>in</strong>g employees, <strong>and</strong> manag<strong>in</strong>g <strong>in</strong>dividual personnel <strong>and</strong> general<br />

human resources.<br />

The Solution<br />

In 2000, the Cameroon M<strong>in</strong>istry of Civil Service <strong>and</strong> Adm<strong>in</strong>istrative Reform (MIN-<br />

FORPA) launched a project named AQUARIUM of SIGIPES to decentralize the<br />

management of civil service personnel <strong>and</strong> enable civil servants to obta<strong>in</strong> <strong>in</strong>formation<br />

related to their payments, leave, etc. AQUARIUM of SIGIPES is an electronic<br />

space (physically symbolized by a public room) where SIGIPES makes <strong>in</strong>formation,<br />

payments <strong>and</strong> adm<strong>in</strong>istrative files available.<br />

This <strong>in</strong>novation has not only simplified the process of deal<strong>in</strong>g with personnel cases,<br />

but also promoted transparency <strong>and</strong> m<strong>in</strong>imized the <strong>in</strong>cidence of corruption<br />

among public servants. The project is part of the overall reform of Cameroon’s<br />

public adm<strong>in</strong>istration aimed at moderniz<strong>in</strong>g the civil service <strong>in</strong> order to <strong>in</strong>crease<br />

flexibility, accountability <strong>and</strong> transparency. There are four ma<strong>in</strong> pr<strong>in</strong>ciples beh<strong>in</strong>d<br />

this <strong>in</strong>itiative:<br />

• Boost<strong>in</strong>g efficiency <strong>and</strong> achiev<strong>in</strong>g results that match the expectations of public<br />

service users;<br />

• Implement<strong>in</strong>g good governance <strong>in</strong> public service;<br />

• Rais<strong>in</strong>g the responsibility <strong>and</strong> responsiveness of civil servants; <strong>and</strong><br />

• Rationaliz<strong>in</strong>g public sector organisations <strong>and</strong> the management of their employees.<br />

Note that SIGIPES is a work<strong>in</strong>g tool for civil servants whereas AQUARIUM helps<br />

public service clients access <strong>in</strong>formation on their profession <strong>and</strong> payments from anywhere,<br />

either Cameroon or abroad. AQUARIUM operates as down-top architecture<br />
