The Problem<br />

How does the state mach<strong>in</strong>ery identify <strong>and</strong> implement a programme that yields multiple<br />

results – counter lack of accountability, improve transparency, enhance access<br />

of public services to millions of people <strong>and</strong> make policies more citizen-centred?<br />

The Solution<br />

In 2001 the Mexican Government implemented a digital governance strategy to modernize<br />

the government. One of the ma<strong>in</strong> goals of the <strong>Good</strong> Government Agenda was<br />

to improve the transparency <strong>and</strong> efficiency of governance. The work<strong>in</strong>g programme<br />

that was adopted had four objectives: to satisfy the social necessities of the citizen; to<br />

convert the government <strong>in</strong>to a competitive entity; to reconnect with the citizen <strong>and</strong> the<br />

private sector; <strong>and</strong> to collaborate with a view to creat<strong>in</strong>g a good government. This<br />

<strong>in</strong>itiative has enhanced efficiency <strong>and</strong> led to a more citizen-centred approach to service<br />

delivery. The programme has successfully <strong>in</strong>tegrated e-process<strong>in</strong>g <strong>in</strong>to government<br />

operations <strong>and</strong> enhanced access to services for millions of citizens. The re-eng<strong>in</strong>eer<strong>in</strong>g<br />

of the governmental process has brought <strong>in</strong> change, ensur<strong>in</strong>g government<br />

accountability <strong>and</strong> participation of citizens.<br />
