system then “<strong>in</strong>telligently” routed such <strong>in</strong>formation to various agencies. Applicants<br />

could pay for all the license or process<strong>in</strong>g fees <strong>in</strong> one consolidated payment via onl<strong>in</strong>e<br />

credit <strong>and</strong> debit payments. Concurrent process<strong>in</strong>g of different licenses reduced<br />

the time for the applicant to receive all the required approvals sav<strong>in</strong>g much time.<br />

Once an application had been approved, the email <strong>and</strong> SMS alerted the applicant of<br />

the change <strong>in</strong> status.<br />

The <strong>in</strong>itiative provides an effective platform to purge bureaucratic <strong>in</strong>efficiencies<br />

with<strong>in</strong> many government agencies. Extensive policy reviews were conducted <strong>and</strong><br />

systems re-eng<strong>in</strong>eered to allow the average process<strong>in</strong>g time for licenses to be reduced<br />

from three weeks to 12.5 days. In S<strong>in</strong>gapore, 80% of all new bus<strong>in</strong>esses, approximately<br />

30,000 enterprises annually, can now apply onl<strong>in</strong>e through the OBLS<br />

for one or more of the 69 licenses, which are commonly needed to start their bus<strong>in</strong>esses,<br />

without resort<strong>in</strong>g to offl<strong>in</strong>e means. Equally important, throughout the entire<br />

bus<strong>in</strong>ess-licens<strong>in</strong>g process, entrepreneurs will need to access only this s<strong>in</strong>gle portal<br />

for all their needs. As a natural extension to the onl<strong>in</strong>e application service, the OBLS<br />

allow applicants to complete license renewals, updates <strong>and</strong> term<strong>in</strong>ations onl<strong>in</strong>e. F<strong>in</strong>ally,<br />

8,000 bus<strong>in</strong>esses have benefited from the OBLS project by apply<strong>in</strong>g for their<br />

licenses onl<strong>in</strong>e. 87% of the feedback received has been positive.<br />
