Description<br />

Involv<strong>in</strong>g people <strong>in</strong> the decision-mak<strong>in</strong>g processes by creat<strong>in</strong>g networks of local<br />

groups to discuss policy issues with government representatives.<br />

The Problem<br />

The lack of public participation <strong>in</strong> formulat<strong>in</strong>g <strong>and</strong>/or evaluat<strong>in</strong>g government policies,<br />

which often results <strong>in</strong> adm<strong>in</strong>istrative processes work<strong>in</strong>g <strong>in</strong> isolation <strong>and</strong> hav<strong>in</strong>g<br />

little impact on citizens’ lives.<br />

The solution<br />

In 2000, the Government of the National Capital Territory of Delhi decided to <strong>in</strong>volve<br />

all stakeholders <strong>in</strong> transform<strong>in</strong>g Delhi <strong>in</strong>to a world-class capital dest<strong>in</strong>ation.<br />

Bhagidari, a citizen-government partnership with an <strong>in</strong>novative approach to governance<br />

was <strong>in</strong>itiated. Through the Bhagidari Cell, networks of local groups such as<br />

Resident Welfare Associations, Market <strong>and</strong> Trade Associations, Industrial Associations<br />

<strong>and</strong> non-governmental organisations have emerged as new, collective decisionmak<strong>in</strong>g<br />

actors. The <strong>in</strong>itiative has grown from 20 citizen groups <strong>in</strong> 2000 to more than<br />

1,600 citizen groups represent<strong>in</strong>g about three million people today. These networks<br />

discuss problems hamper<strong>in</strong>g effective delivery of civic services with government<br />

representatives, <strong>and</strong> then propose solutions to improve their general quality of life.<br />

As a result, communal plans of action perta<strong>in</strong><strong>in</strong>g to civic needs, such as water supply,<br />

sanitation, school system, power supply, urban transport, protection of the environment<br />

<strong>and</strong> security have been developed <strong>and</strong> implemented, lead<strong>in</strong>g to vast improvements<br />

<strong>in</strong> public services benefit<strong>in</strong>g all citizens.<br />
