Description<br />

Promot<strong>in</strong>g transparency for the bus<strong>in</strong>ess community by <strong>in</strong>creas<strong>in</strong>g access<br />

to <strong>in</strong>formation.<br />

The Problem<br />

Unlike the private sector <strong>and</strong> non-profit organisations, government are cautious <strong>in</strong><br />

provid<strong>in</strong>g <strong>in</strong>formation onl<strong>in</strong>e because of their preoccupation with privacy matters<br />

<strong>and</strong> security issues. This was also the case <strong>in</strong> Australia.<br />

The Solution<br />

In late <strong>2003</strong>, the Australian Government Department of Industry improved its transparency<br />

by develop<strong>in</strong>g the Bus<strong>in</strong>ess Entry Po<strong>in</strong>t (BEP) Transaction Manager (www.<br />

bus<strong>in</strong>ess.govt.au) to allow bus<strong>in</strong>ess communities <strong>and</strong> stakeholders to deal with government<br />

<strong>in</strong> an easier, cheaper, <strong>and</strong> faster way.<br />

By us<strong>in</strong>g the BEP Transaction Manager, bus<strong>in</strong>esses can manage, f<strong>in</strong>d, <strong>and</strong> complete<br />

government forms onl<strong>in</strong>e, <strong>and</strong> access more than 5,500 transactions <strong>in</strong> federal, state,<br />

<strong>and</strong> local governments directly on the <strong>in</strong>ternet. The Transaction Manager successfully<br />

brought together approximately 5,900 forms from federal, state, <strong>and</strong> local governments<br />

that can now be filled out onl<strong>in</strong>e.<br />

The 2004 review <strong>in</strong>dicated that s<strong>in</strong>ce the sett<strong>in</strong>g up of the BEP, the total value of<br />

time <strong>and</strong> cost sav<strong>in</strong>gs were approximately US$50 million a year, which represents<br />

fivefold more than the current BEP annual <strong>in</strong>vestment of around US$9 million. Currently,<br />

approximately 120 organisations are represent<strong>in</strong>g 180 BEP websites on a<br />

daily basis.<br />

This portal provides bus<strong>in</strong>ess communities <strong>and</strong> stakeholders with significant benefits,<br />

<strong>and</strong> makes service delivery efficient <strong>and</strong> effective. The highest priority for<br />

government is to reduce the regulatory burden on small bus<strong>in</strong>esses. Although BEP<br />

does not reduce regulation itself; by provid<strong>in</strong>g <strong>in</strong>formation <strong>and</strong> various resources<br />

onl<strong>in</strong>e, it allows small bus<strong>in</strong>esses to fulfiltheir obligations <strong>in</strong> a much easier <strong>and</strong><br />

rapid way.<br />
