<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

ter referendum <strong>and</strong> cont<strong>in</strong>gency plan, as well as majority elections <strong>and</strong> proportional<br />

elections with predef<strong>in</strong>ed party lists. For majority elections, the system not<br />

only accommodates a predef<strong>in</strong>ed list of c<strong>and</strong>idates, it even allows for elections<br />

where all citizens are eligible to be elected, s<strong>in</strong>ce the full electorate is stored <strong>in</strong> the<br />

system. Moreover, the system allows <strong>in</strong>dividual def<strong>in</strong>ition of the open<strong>in</strong>g times of<br />

the electronic ballot boxes. Even the cod<strong>in</strong>g of the votes can be done by each community<br />

<strong>in</strong>dividually. The vot<strong>in</strong>g officers receive the decod<strong>in</strong>g keys with all the<br />

passwords to decode the votes on vot<strong>in</strong>g day. To prevent citizens from cast<strong>in</strong>g their<br />

vote multiple times, several safety features have been <strong>in</strong>stalled, which are activated<br />

centrally or by the local authorities.<br />

The development of the Zurich e-vot<strong>in</strong>g system has cost a total amount of 2.5 million<br />

Swiss Francs <strong>and</strong> has annual reoccurr<strong>in</strong>g operational costs of 0.5 million Swiss<br />

Francs, which amounts to approximately 4 Swiss Francs per e-vote. The e-vot<strong>in</strong>g<br />

system for Internet vot<strong>in</strong>g <strong>and</strong> elections can be found at: evot<strong>in</strong>g.zh.ch. A fully work<strong>in</strong>g<br />

emulation of the Zurich e-vot<strong>in</strong>g system for Internet <strong>and</strong> mobile phone elections<br />

<strong>and</strong> referenda can be tested at: evot<strong>in</strong>gdemo.zh.ch<br />

The Zurich e-vot<strong>in</strong>g system has been successfully tested <strong>and</strong> applied for federal, local<br />

<strong>and</strong> organisational elections <strong>and</strong> referenda. It was first tested by the Zurich University<br />

board election <strong>in</strong> 2005, followed by a national referendum. The test<strong>in</strong>g phase<br />

was concluded with a proportional election <strong>in</strong> April, 2006. S<strong>in</strong>ce then, e-vot<strong>in</strong>g Zurich<br />

is <strong>in</strong> use <strong>in</strong> three communities <strong>in</strong> the Canton Zurich; however, all 171 communities<br />

could be l<strong>in</strong>ked up <strong>in</strong>stantly, as soon as the Swiss Government lifts the 10%<br />

electorate restriction for e-vot<strong>in</strong>g. Moreover, its service-oriented structure can accommodate<br />

any other Swiss canton, or any public <strong>and</strong> private organisation <strong>in</strong> the<br />

world whish<strong>in</strong>g to employ e-vot<strong>in</strong>g. This world-wide unique solution to e-vot<strong>in</strong>g,<br />

which was developed <strong>in</strong> conjunction with Unisys, was awarded the prize for best<br />

software <strong>in</strong> 2005 by the Swiss ICT society. Its compell<strong>in</strong>g features <strong>in</strong>clude flexible<br />

compliance with complex vot<strong>in</strong>g concepts, service-oriented modular structure allow<strong>in</strong>g<br />

for flexible extensions, <strong>and</strong> remarkably high security st<strong>and</strong>ard.<br />

The broad range of <strong>in</strong>tegrated technologies promoted citizen <strong>in</strong>volvement <strong>in</strong> public<br />

decision mak<strong>in</strong>g processes, while the full <strong>in</strong>tegration of the digital system with the<br />

traditional ballot box system prevented the possibility of a digital divide among citizens.<br />

Clearly, some <strong>in</strong>itial <strong>in</strong>crease of participation <strong>in</strong> elections <strong>and</strong> referenda is due<br />

to the novelty of the system. However, it is expected that e-vot<strong>in</strong>g Zurich will contribute<br />

to a higher citizen <strong>in</strong>volvement <strong>in</strong> public decision mak<strong>in</strong>g issues.<br />

The Zurich e-vot<strong>in</strong>g system was awarded the Swiss ICT prize for best software <strong>in</strong> 2005.<br />
