6. What are the Eligibility Criteria?<br />

All <strong>Public</strong> organisations/agencies at national <strong>and</strong> sub-national levels, as well as public/private<br />

partnerships <strong>and</strong> organisations perform<strong>in</strong>g outsourced public service functions,<br />

are eligible for nom<strong>in</strong>ation. The United Nations <strong>Public</strong> Service Awards Programme<br />

takes <strong>in</strong>to consideration a geographical distribution of five regions. In order<br />

to level the play<strong>in</strong>g field for nom<strong>in</strong>ations received from countries with vary<strong>in</strong>g levels<br />

of development <strong>and</strong> <strong>in</strong>come, the follow<strong>in</strong>g five regions have been established:<br />

• Africa;<br />

• Asia <strong>and</strong> the Pacific;<br />

• Europe <strong>and</strong> North America;<br />

• Lat<strong>in</strong> America <strong>and</strong> the Caribbean; <strong>and</strong><br />

• Western Asia.<br />

Nom<strong>in</strong>ations have to be made by another entity than the <strong>in</strong>stitution be<strong>in</strong>g nom<strong>in</strong>ated,<br />

i.e., self nom<strong>in</strong>ations will not be accepted. Eligible nom<strong>in</strong>ators <strong>in</strong>clude: government<br />

departments <strong>and</strong> agencies; universities, non-governmental organisations, professional<br />

associations, etc. Purely scientific <strong>in</strong>novations, e.g., <strong>in</strong> medical or environmental<br />

science, do not qualify for the United Nations <strong>Public</strong> Service Awards.<br />
