<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

at of the HPC <strong>in</strong>clud<strong>in</strong>g reproductive health, population <strong>and</strong> development, advocacy<br />

<strong>and</strong> gender empowerment.<br />

The vision of the HPC was to achieve a balance between population growth <strong>and</strong><br />

economic resources necessary to promote comprehensive <strong>and</strong> susta<strong>in</strong>able development.<br />

In order to achieve its missions, the HPC implemented good governance mechanisms<br />

to its own <strong>in</strong>ternal operation, <strong>in</strong>clud<strong>in</strong>g:<br />

• Restructur<strong>in</strong>g the Higher Population Council to be composed of the three pillars<br />

of society, namely government, private sector <strong>and</strong> NGO <strong>in</strong>stitutions;<br />

• Integrated team work <strong>and</strong> actual partnership, cooperation <strong>and</strong> accountability; <strong>and</strong><br />

• Uphold<strong>in</strong>g the pr<strong>in</strong>ciples of transparency, accountability <strong>and</strong> efficiency.<br />

By adopt<strong>in</strong>g policies to enhance rational reproductive behavior, family plann<strong>in</strong>g, rational<br />

use of resources, women’s empowerment, equity <strong>and</strong> productivity <strong>in</strong> order to<br />

<strong>in</strong>crease per capita <strong>in</strong>come, the HPC is on the path to achieve its mission.<br />

The strategic goals of the HPC are as follows:<br />

• Rationalize population growth through reproductive health <strong>and</strong> family plann<strong>in</strong>g<br />

to achieve balance between population, economic resources on one h<strong>and</strong><br />

<strong>and</strong> the development requirements on the other;<br />

• Reduce the negative impact of unchecked reproductive behavior on the family,<br />

society, mother <strong>and</strong> children’s health;<br />

• Address the unbalanced geographic distribution of population to achieve better<br />

<strong>in</strong>teraction between human, f<strong>in</strong>ancial resources <strong>and</strong> l<strong>and</strong>, through a balanced<br />

regional dev. <strong>and</strong> effective relationship between “population <strong>and</strong> development”;<br />

• Improve the liv<strong>in</strong>g st<strong>and</strong>ards <strong>and</strong> quality of life of families by enhanc<strong>in</strong>g women’s<br />

empowerment <strong>and</strong> their social role; <strong>and</strong><br />

• Strengthen HPC Arab <strong>and</strong> <strong>in</strong>ternational relations by develop<strong>in</strong>g effective relations<br />

with donor countries <strong>and</strong> agencies.<br />

The HPC launched a Reproductive Health Action Plan for 2004-2007 “to contribute<br />

to the national efforts of achiev<strong>in</strong>g susta<strong>in</strong>able development by balanc<strong>in</strong>g economic<br />

resources <strong>and</strong> population growth through a reduction of the total fertility rate from<br />

3.7 <strong>in</strong> the year 2002 to 2.1 <strong>in</strong> the year 2020”.<br />

In order to succeed a number of stakeholders are closely <strong>in</strong>volved:<br />

• Governmental m<strong>in</strong>istries (M<strong>in</strong>istries of Health, education, plann<strong>in</strong>g, labour,<br />

Awqaf <strong>and</strong> Islamic affairs, social dev., f<strong>in</strong>ance). Government <strong>in</strong>stitutions (Department<br />

of Statistics, Hous<strong>in</strong>g <strong>and</strong> Urban Development Cooperation, Civil Status<br />

Dept., Industrial Cities Corporation, Vocational Tra<strong>in</strong><strong>in</strong>g Corporation, higher<br />

council for youth, higher council for <strong>in</strong>formation, Radio <strong>and</strong> TV Cooperation);
