2008 Category 3: Spa<strong>in</strong><br />

for Citizen Participation (DGPC). The Mission of this new <strong>in</strong>stitution was to promote<br />

citizen participation <strong>in</strong> monitor<strong>in</strong>g, formulat<strong>in</strong>g <strong>and</strong> implement<strong>in</strong>g policies of the<br />

regional government <strong>and</strong> of Catalonia’s local authorities.<br />

By foster<strong>in</strong>g, study<strong>in</strong>g <strong>and</strong> spread<strong>in</strong>g values <strong>and</strong> practices related to political <strong>and</strong><br />

social participation, the new <strong>in</strong>stitution would enrich the quality of Catalonia’s democratic<br />

life. The new Directorate was established <strong>in</strong> December <strong>2003</strong> by a legislative<br />

act endorsed by a coalition of three parties who formed the government <strong>in</strong> Catalonia<br />

after 23 years of a s<strong>in</strong>gle party government.<br />

The strategies adopted to promote greater citizen participation at the local level <strong>in</strong>cluded<br />

the follow<strong>in</strong>g:<br />

1. Institutional strategy<br />

• Sett<strong>in</strong>g up an <strong>in</strong>stitutional structure (Promoters of participation:<br />

the different departments of the Catalan Government <strong>and</strong> <strong>Public</strong><br />

Adm<strong>in</strong>istration);<br />

• Br<strong>in</strong>g<strong>in</strong>g “users-clients” on board by affirm<strong>in</strong>g that, through citizen<br />

participation, the Directorate can add value to other departments’<br />

projects; <strong>and</strong> by elim<strong>in</strong>at<strong>in</strong>g part of the costs associated with the<br />

<strong>in</strong>troduction of participation <strong>in</strong> public policies; <strong>and</strong><br />

• Demonstrat<strong>in</strong>g through pilot projects the positive effects of new<br />

participatory methods.<br />

2. Civil society strategy<br />

• Us<strong>in</strong>g <strong>and</strong> comb<strong>in</strong><strong>in</strong>g multiple criteria to identify who should participate:<br />

extension, <strong>in</strong>clusion, <strong>in</strong>tensity, representativeness <strong>and</strong> diversity;<br />

• Pay<strong>in</strong>g particular attention to the territorial dimension: meet<strong>in</strong>g<br />

participants <strong>in</strong> the places where they live; <strong>and</strong><br />

• Adapt<strong>in</strong>g the participatory procedures <strong>and</strong> processes offered to the<br />

diverse needs of social groups.<br />

The stages of development <strong>and</strong> implementation <strong>in</strong>cluded:<br />

• Design, 2004: Decid<strong>in</strong>g what constituted participation <strong>and</strong> what did not. Differentiat<strong>in</strong>g<br />

this concept from others that are related to it, but are different<br />

from it;<br />

• Experimentation stage: Efforts to conv<strong>in</strong>ce other <strong>Public</strong> Adm<strong>in</strong>istration bodies<br />

of the value of participation. A number of pilot projects were <strong>in</strong>troduced to<br />

help overcome <strong>in</strong>itial doubts;<br />

• Implementation;<br />

• Consolidation: S<strong>in</strong>ce 2006 many government departments have come to DGPC<br />

to request its services; <strong>and</strong><br />
