The Solution<br />

In October 2002, <strong>in</strong> order to address the above mentioned problems, the Information<br />

System Plann<strong>in</strong>g Bureau (ISPB), which is responsible for the official website of the<br />

SMG, made a proposal to the city mayor to launch a program that would enable<br />

people to discuss various ideas onl<strong>in</strong>e. The program was named ‘Cyber Policy Forum,’<br />

<strong>and</strong> after its pilot program was successfully completed, the Bureau commenced<br />

a full-scale operation of the Forum <strong>in</strong> <strong>2003</strong>. The ISPB is <strong>in</strong> charge of the overall operation<br />

of the Cyber Policy Forum, while directors of each bureau of the SMG propose<br />

subject issues for the Forum. Moreover, each bureau has also actively made<br />

contributions to the Forum by reflect<strong>in</strong>g citizens’ ideas. This k<strong>in</strong>d of <strong>in</strong>teraction has<br />

triggered more participation from the people. Last but not least, the other stakeholders<br />

of this <strong>in</strong>itiative are Seoul’s citizens as they have played a very important role<br />

s<strong>in</strong>ce their voices <strong>and</strong> thoughts are potential policy issues of the SMG. Therefore, the<br />

city government has selected excellent ideas that came from the Forum, <strong>and</strong> awarded<br />

w<strong>in</strong>n<strong>in</strong>g ideas with appropriate prizes.<br />

In order to produce the website, the SMG worked with technical advisors from an<br />

exist<strong>in</strong>g service provider of the Information System Plann<strong>in</strong>g Bureau (ISPB). The<br />

staff from the ISPB completed a plan for creat<strong>in</strong>g a relevant menu of the Cyber Policy<br />

Forum, while the technicians from the service provider were responsible for produc<strong>in</strong>g<br />

necessary programs <strong>and</strong> designs. Next step <strong>in</strong>cluded tests <strong>in</strong>to each menu,<br />

fix<strong>in</strong>g problems, which had occurred dur<strong>in</strong>g the test<strong>in</strong>g period. Once the problems<br />

were sorted out, a f<strong>in</strong>al check-up on the operation of the whole content of the website<br />

was conducted <strong>in</strong> collaboration with the technicians <strong>and</strong> the Bureau, which was followed<br />

by a test-operation. It took approximately two months to open the website<br />

officially to the public as the website was operated <strong>in</strong>itially on a pilot basis. The pilot<br />

project helped prepare for potential shortcom<strong>in</strong>gs <strong>and</strong> a number of <strong>in</strong>itiatives were<br />

undertaken to make the system operational:<br />

• Preparatory processes for the Cyber Policy Forum began <strong>in</strong> <strong>2003</strong>;<br />

• The Forum was officially launched on 7 February <strong>2003</strong>;<br />

• The SMG commissioned a survey on the participation level of the Forum from<br />

24 September through 6 October <strong>2003</strong>;<br />

• The SMG’s new onl<strong>in</strong>e service ’Seoul Oasis-pour your imag<strong>in</strong>ation!’ was established<br />

with the purpose of encourag<strong>in</strong>g people to express their thoughts <strong>and</strong><br />

ideas freely on the website of the city so that the government could reflect diverse<br />

citizens’ views <strong>in</strong>to its policy-mak<strong>in</strong>g process s<strong>in</strong>ce October 2006; <strong>and</strong><br />

• An onl<strong>in</strong>e service ‘omSeoul702’, which has enabled the citizens to access the<br />

<strong>in</strong>ternet via their mobile phones <strong>and</strong> to voice varied ideas <strong>and</strong> op<strong>in</strong>ions about<br />

the city policies was launched <strong>in</strong> May 2007.<br />
