Genesis, Purpose <strong>and</strong> Scope of the United NATIONS <strong>Public</strong> Service AWARDS<br />

3. When <strong>and</strong> How was the UNPSA Established?<br />

The United Nations <strong>Public</strong> Service Awards Programme was launched as a result of<br />

the deliberations of the fifteenth meet<strong>in</strong>g of the Group of Experts on the United Nations<br />

Programme <strong>in</strong> <strong>Public</strong> Adm<strong>in</strong>istration <strong>and</strong> F<strong>in</strong>ance (GA Resolution 49/136).<br />

Dur<strong>in</strong>g this session, the Group of Experts recommended that an annual event be organized<br />

by the Department of Economic <strong>and</strong> Social Affairs of the United Nations<br />

Secretariat through its Division for <strong>Public</strong> Economics <strong>and</strong> <strong>Public</strong> Adm<strong>in</strong>istration<br />

(now the Division for <strong>Public</strong> Adm<strong>in</strong>istration <strong>and</strong> Development Management) to recognize<br />

<strong>and</strong> encourage excellence <strong>in</strong> public adm<strong>in</strong>istration. This recommendation was<br />

subsequently reflected <strong>in</strong> the report of the Secretary-General on the work of the<br />

Group of Experts on the United Nation Programme <strong>in</strong> <strong>Public</strong> Adm<strong>in</strong>istration <strong>and</strong><br />

F<strong>in</strong>ance at its fifteenth meet<strong>in</strong>g (E/2000/66) <strong>and</strong> endorsed by the Economic <strong>and</strong> Social<br />

Council <strong>in</strong> its decision 2000/231 of 27 July 2000.<br />

As reiterated by the General Assembly <strong>in</strong> its resolution 57/277 <strong>in</strong> <strong>2003</strong>, “efficient<br />

accountable <strong>and</strong> transparent public adm<strong>in</strong>istration, at both the national <strong>and</strong> <strong>in</strong>ternational<br />

levels, has a key role to play <strong>in</strong> the implementation of <strong>in</strong>ternationally agreed<br />

goals, <strong>in</strong>clud<strong>in</strong>g those conta<strong>in</strong>ed <strong>in</strong> the United Nations Millennium Declaration, <strong>and</strong><br />

<strong>in</strong> that context stresses the need to strengthen national public sector adm<strong>in</strong>istrative<br />

<strong>and</strong> managerial capacity-build<strong>in</strong>g, <strong>in</strong> particular <strong>in</strong> develop<strong>in</strong>g countries <strong>and</strong> countries<br />

with economies <strong>in</strong> transition.”<br />

Therefore, <strong>in</strong> l<strong>in</strong>e with the above, 23 June has been designated the United Nations<br />

<strong>Public</strong> Service Day to “celebrate the value <strong>and</strong> virtue of service to the community.”<br />

The Economic <strong>and</strong> Social Council established the United Nations <strong>Public</strong> Service<br />

Awards to be bestowed on the <strong>Public</strong> Service Day for contributions made to the cause<br />

of enhanc<strong>in</strong>g the role, prestige <strong>and</strong> visibility of public service.”<br />
