Summary<br />

Through the project entitled “Onl<strong>in</strong>e Academic Orientation”, the M<strong>in</strong>istry of Education<br />

has set up an onl<strong>in</strong>e portal that allows Tunisian university students to <strong>in</strong>teract<br />

onl<strong>in</strong>e with academic staff, to receive advice <strong>and</strong> guidance regard<strong>in</strong>g their studies,<br />

<strong>and</strong> to apply for the study areas of their choice. This process, which was once long<br />

<strong>and</strong> pa<strong>in</strong>stak<strong>in</strong>g, is nowadays mastered thanks to <strong>in</strong>formation <strong>and</strong> communication<br />

technologies (ICT).<br />

The Problem<br />

The Tunisian M<strong>in</strong>istry of Higher Education, Scientific Research <strong>and</strong> Technology<br />

(MESRST) was faced with the problem of manag<strong>in</strong>g, <strong>in</strong> a record time, a significant<br />

flux of new high school graduates who sought <strong>in</strong>formation about the courses offered<br />

by public universities dur<strong>in</strong>g the two hottest months of the year (July <strong>and</strong> August).<br />

Prior to implement<strong>in</strong>g the Onl<strong>in</strong>e Academic Orientation <strong>in</strong>itiative, the M<strong>in</strong>istry had<br />

to send to all high school diploma c<strong>and</strong>idates (around 150,000 per year) a guide <strong>in</strong>clud<strong>in</strong>g<br />

an exhaustive table of all undergraduate programs available <strong>in</strong> Tunisia as<br />

well as <strong>in</strong>formation on the eligibility requirements. It also had to make necessary<br />

calculations <strong>and</strong> classifications once the grades were made public by the M<strong>in</strong>istry of<br />

Education (MEF). These operations <strong>in</strong>volved a lengthy <strong>and</strong> costly process. S<strong>in</strong>ce its<br />

<strong>in</strong>ception, this <strong>in</strong>itiative has allowed high school graduates <strong>in</strong> Tunisia <strong>and</strong> their families<br />

to take advantage of ICT applications at low cost. Thanks to this national <strong>in</strong>itiative,<br />

the Tunisian public adm<strong>in</strong>istration can avoid costly <strong>and</strong> time consum<strong>in</strong>g traditional<br />

operations l<strong>in</strong>ked to college orientation. This <strong>in</strong>itiative has also elim<strong>in</strong>ated<br />

possible errors while fill<strong>in</strong>g out forms as well as allowed students to access their<br />

personal page through the usage of a user name <strong>and</strong> password <strong>and</strong> make any necessary<br />

corrections to their personal <strong>in</strong>formation.<br />

The major problem that the M<strong>in</strong>istry of Higher Education, Scientific Research <strong>and</strong><br />

Technology (MESRST) <strong>in</strong> Tunisia faced <strong>in</strong> previous years was the management of an<br />

impressive stream of new high school graduates who needed orientation to enroll <strong>in</strong><br />
