2008 Category 1: S<strong>in</strong>gapore<br />

has implemented an Estate Renewal Strategy to br<strong>in</strong>g older HDB estates to the<br />

st<strong>and</strong>ards of newer ones. This programme improves <strong>and</strong> upgrades the physical conditions<br />

<strong>and</strong> facilities of age<strong>in</strong>g estates <strong>and</strong> flats. The programme is heavily subsidized<br />

by the government, with citizen flat owners co-pay<strong>in</strong>g only a small amount<br />

of the cost.<br />

Lessons Learned<br />

There are at least a few key lessons to be drawn from S<strong>in</strong>gapore’s home ownership<br />

scheme hereby summarized:<br />

• Importance of Home Ownership: When HDB was formed <strong>in</strong> 1960, the orig<strong>in</strong>al<br />

<strong>in</strong>tention was to build flats for low-cost rental hous<strong>in</strong>g. However, soon<br />

after, the government decided to help the people to own homes. By own<strong>in</strong>g<br />

their flats, HDB residents are committed to take care of their property <strong>and</strong><br />

hous<strong>in</strong>g environment. This <strong>in</strong> turn helps to preserve their property asset value.<br />

More importantly, own<strong>in</strong>g a home has given the vast majority of S<strong>in</strong>gaporeans<br />

a tangible stake <strong>in</strong> the country, someth<strong>in</strong>g to protect <strong>and</strong> defend. The home<br />

ownership scheme has therefore contributed significantly to their nationbuild<strong>in</strong>g<br />

efforts;<br />

• Focus on Build<strong>in</strong>g Communities: There are many examples around the<br />

world today of racial tensions <strong>and</strong> conflicts between different ethnic groups<br />

<strong>and</strong> religions. These usually orig<strong>in</strong>ate from socially or racially segregated<br />

ghettos <strong>and</strong> slums of their cities. Once racial enclaves are formed, people of<br />

different races do not have opportunities to <strong>in</strong>teract with each other, result<strong>in</strong>g<br />

<strong>in</strong> mistrust with one another <strong>and</strong> misunderst<strong>and</strong><strong>in</strong>gs flar<strong>in</strong>g up <strong>in</strong>to altercations<br />

easily.<br />

In a multi-racial society like S<strong>in</strong>gapore, the government implemented a policy to<br />

<strong>in</strong>tegrate different races <strong>and</strong> <strong>in</strong>come groups <strong>in</strong> their HDB estates. Through the<br />

design of public hous<strong>in</strong>g <strong>and</strong> policies e.g., Ethnic Integration Policy, HDB has<br />

been able to ma<strong>in</strong>ta<strong>in</strong> racial harmony <strong>and</strong> social cohesion, despite the diversity of<br />

the population. This has been critical to S<strong>in</strong>gapore’s national development; <strong>and</strong><br />

• Forward-look<strong>in</strong>g & Responsive Hous<strong>in</strong>g Policies: <strong>Public</strong> hous<strong>in</strong>g policies<br />

should be forward-look<strong>in</strong>g to meet the ever chang<strong>in</strong>g needs of the population.<br />

In plann<strong>in</strong>g HDB towns, HDB took a long-term <strong>and</strong> comprehensive plann<strong>in</strong>g<br />

approach, work<strong>in</strong>g closely with other public agencies to ensure that all necessary<br />

<strong>in</strong>frastructure <strong>and</strong> facilities are <strong>in</strong> place. The hous<strong>in</strong>g policies <strong>and</strong> programmes<br />

are formulated <strong>and</strong> regularly reviewed <strong>and</strong> ref<strong>in</strong>ed to ensure that they<br />

move with the times even as the population <strong>and</strong> its expectations change, <strong>and</strong><br />

that both immediate <strong>and</strong> long-term hous<strong>in</strong>g objectives, <strong>and</strong> the needs <strong>and</strong> aspirations<br />

of S<strong>in</strong>gaporeans are met.<br />
