2008 Category 1: S<strong>in</strong>gapore<br />

• Affordable Pric<strong>in</strong>g: To ensure that the large majority of S<strong>in</strong>gaporeans have<br />

access to quality hous<strong>in</strong>g, HDB is guided by the government’s commitment<br />

that 90% of S<strong>in</strong>gaporean households will be able to own at least a basic flat.<br />

HDB closely monitors the Debt-Service Ratio of the target segments, compar<strong>in</strong>g<br />

the monthly mortgage payments of the flats they buy with their <strong>in</strong>come<br />

levels. Today, the Debt-Service Ratios of its flat buyers are generally below<br />

25% of their monthly household <strong>in</strong>come, well with<strong>in</strong> <strong>in</strong>ternational benchmarks<br />

on affordable hous<strong>in</strong>g expenditures.<br />

To keep public hous<strong>in</strong>g affordable, development cost is carefully managed<br />

through l<strong>and</strong> use optimization, cost-effective build<strong>in</strong>g design (high-rise, highdensity)<br />

<strong>and</strong> enhanced construction efficiency. Latest <strong>in</strong>novations <strong>in</strong> build<strong>in</strong>g<br />

technology, such as prefabrication <strong>and</strong> pre-cast<strong>in</strong>g, are adopted to raise construction<br />

productivity <strong>and</strong> quality, while lower<strong>in</strong>g construction cost. The concept<br />

of a sole agency <strong>in</strong> charge of public hous<strong>in</strong>g enables more effective resource<br />

plann<strong>in</strong>g <strong>and</strong> allocation. HDB is able to secure l<strong>and</strong>, raw materials <strong>and</strong><br />

manpower for large-scale construction to optimize results <strong>and</strong> achieve economies<br />

of scale;<br />

• Home F<strong>in</strong>anc<strong>in</strong>g: Besides the availability of CPF sav<strong>in</strong>gs for flat purchase,<br />

HDB also provides hous<strong>in</strong>g loans at concessionary <strong>in</strong>terest rates to eligible<br />

home buyers. HDB flats can also be mortgaged to approved banks <strong>and</strong> f<strong>in</strong>ancial<br />

<strong>in</strong>stitutions for competitive home loans;<br />

• Eligibility conditions: As public hous<strong>in</strong>g is heavily subsidized, appropriate<br />

eligibility rules <strong>and</strong> policies are necessary to allocate limited hous<strong>in</strong>g resources<br />

<strong>and</strong> subsidies to deserv<strong>in</strong>g applicants. S<strong>in</strong>ce home ownership was implemented<br />

<strong>in</strong> 1964, HDB flat buyers need to meet the eligibility conditions of family<br />

nucleus, citizenship, household <strong>in</strong>come ceil<strong>in</strong>g <strong>and</strong> non-ownership of private<br />

property. To deter speculation of public hous<strong>in</strong>g, HDB flats are sold for owneroccupation.<br />

Each eligible household can own only one HDB flat at any one<br />

time. Flat owners need to occupy their flats to satisfy a m<strong>in</strong>imum occupation<br />

period before they can sell them <strong>in</strong> the open market or sublet their entire flats.<br />

Each family can buy subsidized flats twice. Those who buy a second new flat<br />

from HDB must have occupied their first flat for five years <strong>and</strong> pay a levy to<br />

reduce the subsidy of the second flat;<br />

• Plann<strong>in</strong>g Concept <strong>and</strong> Ethnic Integration Policy: Be<strong>in</strong>g a multi-ethnic <strong>and</strong><br />

religious society, S<strong>in</strong>gapore recognizes the importance of racial <strong>and</strong> religious<br />

harmony. HDB public hous<strong>in</strong>g estates are physically designed to promote <strong>in</strong>teraction<br />

among residents of different <strong>in</strong>come levels, races <strong>and</strong> religions. HDB<br />

estates are developed with facilities such as places of worship, eat<strong>in</strong>g <strong>and</strong> market<strong>in</strong>g<br />

facilities that cater to the needs of all ethnic groups. Flats of vary<strong>in</strong>g<br />
