norm from S<strong>in</strong>gapore’s public hous<strong>in</strong>g programme. Beyond provid<strong>in</strong>g physical<br />

shelter, the home ownership scheme, buttressed by community-focused hous<strong>in</strong>g policies,<br />

has played an important part <strong>in</strong> S<strong>in</strong>gapore’s nation-build<strong>in</strong>g <strong>and</strong> contributed to<br />

the overall economic, social <strong>and</strong> political stability of S<strong>in</strong>gapore.<br />

First, own<strong>in</strong>g a home meant that S<strong>in</strong>gaporeans were more committed to the country’s<br />

long-term survival <strong>and</strong> <strong>in</strong>terests. S<strong>in</strong>ce each family has an asset to defend <strong>and</strong> benefit<br />

from enhancement <strong>in</strong> value of their home, home ownership contributed to both social<br />

well-be<strong>in</strong>g <strong>and</strong> stability.<br />

Second, home ownership helped to build strong work ethics. Homeowners were<br />

more likely to work hard to f<strong>in</strong>ance the purchase of their home, thereby contribut<strong>in</strong>g<br />

to greater productivity <strong>and</strong> economic growth for S<strong>in</strong>gapore.<br />

Third, home ownership helped to root the people physically <strong>and</strong> emotionally, as there<br />

would be a greater sense of belong<strong>in</strong>g <strong>and</strong> identity with the nation.<br />

Fourth, home ownership helped to <strong>in</strong>stil a sense of pride among homeowners for<br />

their liv<strong>in</strong>g environment. Problems of poor ma<strong>in</strong>tenance <strong>and</strong> upkeep of the hous<strong>in</strong>g<br />

estates would be less likely to occur. This prevented public hous<strong>in</strong>g estates from degenerat<strong>in</strong>g<br />

<strong>in</strong>to urban slums.<br />

F<strong>in</strong>ally, home ownership reduced the need for heavy government f<strong>in</strong>anc<strong>in</strong>g to provide<br />

public rental hous<strong>in</strong>g. This ensured the susta<strong>in</strong>ability of S<strong>in</strong>gapore’s public hous<strong>in</strong>g to<br />

the benefits of S<strong>in</strong>gaporeans. HDB estates have become a common po<strong>in</strong>t of emotional<br />

reference for most S<strong>in</strong>gaporeans. This “HDB Experience” bonds S<strong>in</strong>gaporeans, <strong>in</strong> the<br />

same way that National Service <strong>and</strong> the education system have created a common<br />

experience among S<strong>in</strong>gaporeans of all races <strong>and</strong> from all walks of life. S<strong>in</strong>gaporeans<br />

of different races <strong>and</strong> socio-economic groups could have the opportunities to mix <strong>and</strong><br />

<strong>in</strong>teract with one another, thereby foster<strong>in</strong>g ethnic <strong>in</strong>tegration <strong>and</strong> social cohesion.<br />

At its <strong>in</strong>ception, HDB was responsible for the entire process of public hous<strong>in</strong>g provision,<br />

from plann<strong>in</strong>g <strong>and</strong> design to the removal of squatters, l<strong>and</strong> assembly, construction<br />

(with build<strong>in</strong>g works by private build<strong>in</strong>g contractors) <strong>and</strong> equitable hous<strong>in</strong>g<br />

allocation. Upon completion of the flats, HDB followed through with the flat<br />

allocation, management <strong>and</strong> ma<strong>in</strong>tenance of the hous<strong>in</strong>g estates. In 1989, Town<br />

Councils were formed to take over the management <strong>and</strong> ma<strong>in</strong>tenance of the common<br />

areas <strong>in</strong> HDB estates. In <strong>2003</strong>, with the corporatisation of the Build<strong>in</strong>g & Development<br />

Division of HDB (compris<strong>in</strong>g architectural, eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> project<br />

management expertise), the design <strong>and</strong> development of HDB flats, implementation<br />

of upgrad<strong>in</strong>g programmes, procurement of construction services <strong>and</strong> resources,<br />

project management, etc., were outsourced to private consultants, <strong>in</strong>clud<strong>in</strong>g Surba-<br />
