Summary<br />

By engag<strong>in</strong>g all stakeholders <strong>in</strong> the def<strong>in</strong>ition of its education programmes’ content<br />

<strong>and</strong> format, <strong>and</strong> by promot<strong>in</strong>g knowledge management through shar<strong>in</strong>g of <strong>in</strong>ternational<br />

good practices, the National School of <strong>Public</strong> Adm<strong>in</strong>istration of Pol<strong>and</strong> has<br />

had a massive-scale impact on the transformation of Polish public adm<strong>in</strong>istration’s<br />

practices <strong>and</strong> culture. A total of approximately 26,000 civil servants have completed<br />

various courses offered by the School, <strong>and</strong> more than 1,300 specialized courses have<br />

been offered.<br />

The Problem<br />

In Pol<strong>and</strong>, the discrepancy between the <strong>in</strong>stitutional <strong>and</strong> legal arrangements <strong>and</strong> the<br />

bureaucratic practices fell disappo<strong>in</strong>t<strong>in</strong>gly short of civic <strong>and</strong> political expectations<br />

when it came to deliver<strong>in</strong>g adequate public services. The public adm<strong>in</strong>istration was<br />

perceived as <strong>in</strong>effective <strong>and</strong> <strong>in</strong>efficient. Moreover, the still authoritarian style of adm<strong>in</strong>istration<br />

made its practices very often cumbersome to citizens.<br />

The Solution<br />

The National School of <strong>Public</strong> Adm<strong>in</strong>istration (known <strong>in</strong> Pol<strong>and</strong> as KSAP) was created<br />

<strong>in</strong> 1991 with the mission to provide adequate tra<strong>in</strong><strong>in</strong>g to the Polish public civil<br />

servants. KSPA has been <strong>in</strong>strumental <strong>in</strong> knowledge shar<strong>in</strong>g <strong>in</strong> the Polish <strong>Public</strong><br />

Adm<strong>in</strong>istration for its modernization as well as <strong>in</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> populariz<strong>in</strong>g values<br />

<strong>and</strong> attributes typical of effective, efficient, open, responsive, socially responsible,<br />

<strong>and</strong> transparent governance systems, among other th<strong>in</strong>gs.<br />
