Summary<br />

In Sweden, the city of Piteå has established a comprehensive benchmark<strong>in</strong>g system<br />

to promote dialogue between government officials <strong>and</strong> citizens, <strong>and</strong> has greatly <strong>in</strong>creased<br />

citizens’ <strong>in</strong>puts <strong>in</strong>to the prioritization of budgetary expenditures.<br />

The Problem<br />

Information on citizens’ views of the quality of public services offered <strong>in</strong> the City<br />

of Piteå was very limited. The officials of the Municipality of Piteå had relatively<br />

little <strong>in</strong>sight unto the results achieved with respect to quality assessment <strong>and</strong> citizen<br />

satisfaction.<br />

The Solution<br />

Piteå developed an evaluation system to benchmark the quality of public services <strong>and</strong><br />

to evaluate their impact <strong>in</strong> terms of citizens’ satisfaction. Piteå is now one of Sweden’s<br />

lead<strong>in</strong>g municipalities <strong>in</strong> us<strong>in</strong>g benchmark<strong>in</strong>g as an effective method of impact<br />

assessment, change management <strong>and</strong> dialogu<strong>in</strong>g platform with its citizens. In this<br />

framework, evaluation <strong>and</strong> follow-up work have improved goal-oriented work programmes<br />

<strong>and</strong> citizen engagement, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> the annual conferences organized to<br />

<strong>in</strong>form citizens <strong>and</strong> seek <strong>in</strong>put on progress made <strong>and</strong> to come.<br />

Development of dialogue with citizens <strong>and</strong> an easier access to <strong>in</strong>formation have <strong>in</strong>creased<br />

citizen <strong>in</strong>volvement <strong>in</strong> the activities organized by the municipality. Surveys<br />

have enabled resources to be allocated on the basis of a more comprehensive <strong>and</strong><br />

effective decision-mak<strong>in</strong>g process, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> budget-mak<strong>in</strong>g. In the 2009 budget,<br />

extra funds have been allocated for such th<strong>in</strong>gs as care for the disabled <strong>and</strong> elderly,<br />

funds for meet<strong>in</strong>g places <strong>and</strong> public transport as desired by several vulnerable segments<br />

of society.<br />
