<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

• <strong>Public</strong> Authority for Social Insurance (PASSI), the M<strong>in</strong>istry uses PASSI data to<br />

check national labour manpower employee’s <strong>in</strong>formation, if the employee’s is<br />

<strong>in</strong>sured by the company. The resignations data of employee manpower from<br />

PASSI is automatically updated to the MOMP database (resignations status).<br />

• M<strong>in</strong>istry of Civil Services retrieved the national manpower <strong>in</strong>formation from<br />

the MOMP to ensure that their <strong>in</strong>formation matches the job application. The<br />

MOMP benefits from the M<strong>in</strong>istry of Civil Services <strong>in</strong> updat<strong>in</strong>g the manpower<br />

job status.<br />

• M<strong>in</strong>istry of Social Development uses the MOMP database to check if the social<br />

benefit status applicant has any bus<strong>in</strong>ess <strong>in</strong>come or is employed. In Addition<br />

the M<strong>in</strong>istry of Social Development benefits the number of manpower<br />

statistic reports from the m<strong>in</strong>istry database.<br />

• Muscat Municipality verified the national manpower <strong>in</strong>formation from the<br />

MOMP to ensure that their <strong>in</strong>formation matches the job application.<br />

• Muscat Immigration (ROP) checked the number of work permits for foreign<br />

manpower for specific permit application before giv<strong>in</strong>g the immigration permit.<br />

• NRS renewal labour card <strong>in</strong>formation is sent automatically through BIZTALK<br />

to ensure that the civil card will not be pr<strong>in</strong>ted unless the <strong>in</strong>formation is renewed<br />

by the M<strong>in</strong>istry.<br />

• Taxation Muscat, checked companies’ <strong>in</strong>formation, total number of manpower<br />

<strong>and</strong> their salaries to calculate the taxation <strong>and</strong> to create taxation certificate.<br />

• Tender Board checked if a company dissent m<strong>in</strong>istry regulations before giv<strong>in</strong>g<br />

the tender approval. As it is the system has evolved to one that serves more than<br />

M<strong>in</strong>istry of Manpower.<br />

Lessons Learned<br />

The impact of this <strong>in</strong>itiative is evident from the number of applications the MOMP is<br />

able to process on a daily basis. This is especially true at a time when the number of<br />

work<strong>in</strong>g people <strong>in</strong> the country is <strong>in</strong>creas<strong>in</strong>g at such a rapid rate.<br />

By mak<strong>in</strong>g lots of “status-check<strong>in</strong>g” services available onl<strong>in</strong>e, the MOMP is able to<br />

save on huge operational costs, such as on paper, as well as is able to make better<br />

utilization of its staff. The MOMP was able to ga<strong>in</strong> the much needed trust <strong>in</strong> its services<br />

from the citizens <strong>and</strong> residents by better utiliz<strong>in</strong>g technology <strong>and</strong> by mak<strong>in</strong>g the<br />

transactions much more secure.<br />

The MOMP was able to provide opportunities for young Omanis to be entrepreneurs<br />

by start<strong>in</strong>g SANAD Service Centres. SANAD Service Centres provided large number<br />

of job opportunities to Omani job seekers.<br />
