A project to encourage compliance with Québec’s <strong>in</strong>come tax <strong>and</strong> consumption tax<br />

laws by systematically identify<strong>in</strong>g tax evaders.<br />

Summary<br />

Revenu Québec’s mission <strong>in</strong>volves collect<strong>in</strong>g <strong>in</strong>come tax <strong>and</strong> consumption taxes, so<br />

that all taxpayers pay their fair share of the f<strong>in</strong>anc<strong>in</strong>g of public services. However,<br />

because the taxation system is based on self-assessment, there is a risk that some<br />

taxpayers will not comply with the laws. The project known as Ensur<strong>in</strong>g Fiscal Equity:<br />

Wealth Indicators was designed to support Revenu Québec's fight aga<strong>in</strong>st tax<br />

evasion <strong>and</strong> the underground economy by mak<strong>in</strong>g it possible to identify taxpayers<br />

who conceal significant <strong>in</strong>come from the tax authorities. The ultimate goal is to ensure<br />

that such taxpayers meet their fiscal obligations, so that the tax burden is equitably<br />

distributed <strong>and</strong> the state has adequate revenue to f<strong>in</strong>ance public services. The<br />

<strong>in</strong>itiative has the support of both the public <strong>and</strong> the Québec government.<br />

The Problem<br />

Like many public adm<strong>in</strong>istrations worldwide, Canadian tax authorities, <strong>in</strong>clud<strong>in</strong>g<br />

Québec’s, are confronted with taxpayers who do not fulfiltheir fiscal obligations, to<br />

the detriment of the entire population. Certa<strong>in</strong> taxpayers do not report all their <strong>in</strong>come;<br />

others do not file <strong>in</strong>come tax returns.<br />

Us<strong>in</strong>g traditional audit methods based on tax returns <strong>and</strong> account<strong>in</strong>g, it is not always<br />

possible to identify taxpayers who enrich themselves by conceal<strong>in</strong>g a significant<br />

amount of <strong>in</strong>come from the tax authorities. Revenu Québec has attacked that problem,<br />

rely<strong>in</strong>g on an <strong>in</strong>novative approach that produces significant benefits.<br />

The Solution<br />

The project Ensur<strong>in</strong>g Fiscal Equity: Wealth Indicators makes it possible to systematically<br />

identify taxpayers whose reported <strong>in</strong>come could not susta<strong>in</strong> their lifestyle <strong>and</strong><br />

who are fail<strong>in</strong>g to pay their fair share of <strong>in</strong>come tax <strong>and</strong> consumption taxes. To identify<br />

such taxpayers, Revenu Québec gathers considerable social <strong>and</strong> f<strong>in</strong>ancial <strong>in</strong>formation<br />

about <strong>in</strong>dividuals (their estimated cost of liv<strong>in</strong>g, property, vehicles, <strong>in</strong>vestments, etc.)<br />
