<strong>Good</strong> <strong>Practices</strong> <strong>and</strong> InnovATIONS <strong>in</strong> <strong>Public</strong> <strong>Governance</strong><br />

The orig<strong>in</strong>al objectives of the BRIDGE project were to:<br />

• Promote <strong>in</strong>ternationally accepted pr<strong>in</strong>ciples of democracy <strong>and</strong> good electoral<br />

practice.<br />

• Enhance the skills <strong>and</strong> confidence of stakeholders <strong>in</strong> the electoral process.<br />

• Increase the awareness of tools <strong>and</strong> resources available for build<strong>in</strong>g <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

a susta<strong>in</strong>able electoral culture.<br />

• Develop a support network for stakeholders <strong>in</strong> electoral processes <strong>and</strong> encourage<br />

a culture of shar<strong>in</strong>g.<br />

As with all effective, long-term projects, the BRIDGE implementation strategy has<br />

evolved based on lessons learned, client feedback <strong>and</strong> partner <strong>in</strong>put. The experience<br />

of runn<strong>in</strong>g BRIDGE programmes has confirmed that achiev<strong>in</strong>g the best possible<br />

outcomes requires extensive consultation, detailed plann<strong>in</strong>g, meticulous<br />

preparation, systematic implementation with an eye to susta<strong>in</strong>ability, <strong>and</strong> careful<br />

evaluation. For this reason a BRIDGE Implementation Manual has been created as<br />

a reference tool for BRIDGE partners <strong>and</strong> BRIDGE implement<strong>in</strong>g organisations<br />

<strong>and</strong> facilitators.<br />

The BRIDGE implementation strategy outl<strong>in</strong>ed <strong>in</strong> the manual can be summarised as<br />

follows:<br />

• Identify<strong>in</strong>g needs <strong>and</strong> broad objectives <strong>and</strong> carefully consider<strong>in</strong>g whether<br />

BRIDGE is an appropriate tool for address<strong>in</strong>g these.<br />

• Formulat<strong>in</strong>g <strong>and</strong> adopt<strong>in</strong>g a grass-roots strategy <strong>and</strong> plan for tra<strong>in</strong><strong>in</strong>g, <strong>in</strong> consultation<br />

with the key stakeholders.<br />

• Ensur<strong>in</strong>g that the plan is driven by a local agenda, with stakeholders def<strong>in</strong><strong>in</strong>g<br />

their own needs.<br />

• Identify<strong>in</strong>g programme objectives through consultation <strong>and</strong> contextualization.<br />

• Thoughtfully <strong>and</strong> appropriately design<strong>in</strong>g a programme.<br />

• Consider<strong>in</strong>g an evaluation framework.<br />

• Undertak<strong>in</strong>g comprehensive logistical plann<strong>in</strong>g.<br />

• Execut<strong>in</strong>g the programme <strong>in</strong> a well-organised way.<br />

• Undertak<strong>in</strong>g a well-planned <strong>and</strong> useful evaluation.<br />

• Generat<strong>in</strong>g clear reports <strong>and</strong> documentation.<br />

• Pursu<strong>in</strong>g strategies for susta<strong>in</strong><strong>in</strong>g the programme <strong>and</strong> its effectiveness (for example,<br />

by creat<strong>in</strong>g an <strong>in</strong>ternalised professional development strategy so that<br />

local tra<strong>in</strong>ers can cont<strong>in</strong>ue BRIDGE, <strong>and</strong> by pass<strong>in</strong>g ownership to the client<br />

organisation at the completion of the programme).<br />
