To that end, the programme is set to beg<strong>in</strong> at the village level <strong>and</strong> cont<strong>in</strong>ue at the<br />

national level, facilitat<strong>in</strong>g significant changes <strong>in</strong> l<strong>and</strong> demarcation (survey<strong>in</strong>g), l<strong>and</strong><br />

use plann<strong>in</strong>g, titl<strong>in</strong>g, registration <strong>and</strong> <strong>in</strong>formation management systems that record<br />

data about property owners <strong>and</strong> transactions.<br />

MKURABITA consists of four phases. Phase 1 <strong>in</strong>volved diagnosis of the <strong>in</strong>formal<br />

sector, which entailed:<br />

• Mapp<strong>in</strong>g out the scope of extralegality <strong>in</strong> the real estate <strong>and</strong> bus<strong>in</strong>ess sectors <strong>in</strong><br />

both rural <strong>and</strong> urban areas, study<strong>in</strong>g the operational systems <strong>and</strong> <strong>in</strong>stitutional<br />

arrangements govern<strong>in</strong>g transactions with<strong>in</strong> the local community <strong>and</strong> with outside<br />

actors.<br />

• Establish<strong>in</strong>g how the owners of extralegal assets <strong>in</strong>teract with formal (state)<br />

systems, <strong>and</strong> what obstacles they have to overcome when they attempt to formalize<br />

their assets.<br />

• Reflect<strong>in</strong>g on previous <strong>and</strong> ongo<strong>in</strong>g private <strong>and</strong> public efforts to legalize ownership<br />

of real estate properties <strong>and</strong> micro <strong>and</strong> small bus<strong>in</strong>esses.<br />

• Estimat<strong>in</strong>g the monetary value of the extralegal assets.<br />
