37 Ms. Frey was appointed as the UN Special Rapporteur on Human Rights and Small Arms in April<br />

2003, and was tasked with preparing a comprehensive study on the prevention of human rights<br />

violations committed with small arms and light weapons based on her working paper prepared<br />

for the Sub-Commission on the Promotion and Protection of Human Rights (E/CN.4/Sub.2/<br />

2002/39), which considered the diverse legal and practical issues involved in the questions of (a)<br />

the trade and carrying of small arms and light weapons; and (b) the use of such weapons in the<br />

context of human rights and humanitarian norms, and offered recommendations for further<br />

action and research. She presented the final report of the study in August 2006.<br />
