IPU<br />
Created in 1889, the <strong>Inter</strong>-<strong>Parliamentary</strong><br />
<strong>Union</strong> (IPU) is the international organization<br />
that brings together the representatives<br />
of parliaments of sovereign States.<br />
In March 2007, the parliaments of 148<br />
countries were represented in the IPU.<br />
The IPU works for peace and cooperation<br />
among peoples with a view to<br />
strengthening representative institutions.<br />
To that end, the IPU fosters contacts<br />
and exchanges of experience among<br />
parliaments and parliamentarians of all<br />
countries, considers questions of international<br />
interest and expresses its views on<br />
those issues, contributes to the defense<br />
and promotion of human rights, and<br />
raises awareness about the workings of<br />
representative institutions among the<br />
general public.<br />
The IPU shares the objectives of the<br />
United Nations and works closely with<br />
UN agencies. It also works with regional<br />
inter-parliamentary organizations and<br />
with international, intergovernmental<br />
and non-governmental organizations<br />
that are motivated by the same ideals.<br />
HD CENTRE<br />
The Centre for Humanitarian Dialogue<br />
(HD Centre) is an independent, Genevabased<br />
foundation whose purpose is to<br />
prevent human suffering in war. Our<br />
humanitarian approach starts from the<br />
premise that preventing and resolving<br />
armed conflict is the surest means of<br />
doing so, and to this end we promote and<br />
facilitate dialogue between belligerents.<br />
Through our work, we seek to contribute<br />
to efforts to improve the global<br />
response to armed conflict. Our operational<br />
engagements are complemented<br />
by policy and analytical work focused on<br />
civilian protection, mediation techniques,<br />
transitional issues and arms and security<br />
matters.<br />
The HD Centre’s work on small arms<br />
control, began in 2001, includes several<br />
projects that aim to draw attention to<br />
the human cost of small arms availability<br />
and misuses, and to identify policy options<br />
for action by governments and other<br />
actors.<br />
