Crescent, 2003<br />

Gives the Court jurisdiction for the<br />

prosecution of serious violations of<br />

IHL in the case of protracted armed<br />

conflict between governmental authorities<br />

and organised armed groups or<br />

between such groups (article 2f)<br />

Calls for training in IHL and human<br />

rights law to be encouraged for organised<br />

armed groups, where appropriate<br />

Regional level<br />

EU Joint Action on Small Arms and<br />

Light Weapons, 1998 (amended in<br />

2002)<br />

Provides that the EU shall “aim at<br />

building consensus” on a commitment<br />

by exporting countries to supply small<br />

arms only to governments (either<br />

directly or through duly licensed entities<br />

authorised to procure weapons on<br />

their behalf). In 2002 the Joint Action<br />

was amended to include ammunition.<br />

maternal health, HIV/AIDS and other<br />

diseases, environmental sustainability,<br />

and development cooperation.<br />

Calls for states to strive to reduce the<br />

demand for weapons by promoting a<br />

culture of tolerance and establishing<br />

educational programmes or similar<br />

initiatives among the civilian population<br />
