ANNEX 3 THE UN FIREARMS PROTOCOL<br />

The UN Protocol against the Illicit Manufacturing of and Trafficking in Firearms,<br />

Their Parts and Components and Ammunition, also known as the<br />

‘Vienna Protocol’ or the ‘Firearms Protocol’, was adopted by the General<br />

Assembly on 31 May 2001. On 25 April 2005 the UN Office on Drugs and<br />

Crime announced that the necessary 40 ratifications had been recorded<br />

for it to enter into force.<br />

The Firearms Protocol’s entry into force is an important step forward<br />

for greater regulation and accountability of the small arms trade, yet more<br />

is required to fully tackle both the legal and practical challenges associated<br />

with the arms trade.<br />

States that have not signed or ratified the Protocol should do so, to<br />

demonstrate widespread support for its principles and enhance the harmonisation<br />

of rules at the global level. A list of ratifications is available and<br />

regularly updated at www.iansa.org/un/firearms-protocol.htm.<br />
