interventions to provide survivors of gun violence full enjoyment of and<br />
access to their rights.<br />
Theme 4 - Focusing on gender: Clear understanding of the particular<br />
experiences of men and women—as perpetrators, victims and survivors<br />
of small arms violence—is needed to inform policy and action to better<br />
bring the crisis under control, including those factors that lead men and<br />
young boys in particular to arm themselves.<br />
Theme 5 - Taking guns and ammunition out of circulation: Many countries<br />
are already saturated with weapons and ammunition, and controlling new<br />
transfers of weapons is not enough. While disarmament exercises are now<br />
fairly common at the end of armed conflicts, this theme provides some<br />
guidance on how weapons can be collected in a variety of settings.<br />
Theme 6 - Addressing the demand for small arms: Though largely neglected<br />
to date, programmes that seek to change individual preferences for small<br />
arms – the so-called ‘demand’ factors – have been building momentum.<br />
This theme looks at human behaviour, the other facet of gun violence, and<br />
suggests a framework for influencing this essential aspect of the small arms<br />
equation.<br />
Theme 7 - Justice and security sector governance: The evidence is clear<br />
that security and justice sector reform efforts must pay heed to a range of<br />
small arms control issues, including ensuring that guidelines on the use of<br />
force are followed, and that the state is able to fulfil its due diligence obligations<br />
by protecting its citizens.<br />

<strong>Union</strong> hope that you will find this publication both a practical and an<br />
inspiring tool for undertaking action to end gun violence, and rigorously<br />
controlling the arms trade. Greater collective effort is required to tackle<br />
this problem. Parliamentarians are ideally positioned to help drive and<br />
