Bylaws<br />
Article I. Organizational Structure – General Level<br />
x. Upon recommendation of the Executive Committee of<br />
the Council of Bishops, the Council of Bishops shall<br />
have the authority to establish new Conferences. If the<br />
establishment of a new Conference includes the<br />
transfer of a church from one Conference to another,<br />
paragraph y. below shall apply.<br />
y. The Council of Bishops shall have the authority to<br />
transfer a church from one Conference to another<br />
according to the following process:<br />
1) The transfer must be approved by a majority vote of<br />
each Conference Executive Council involved.<br />
2) The transfer must be approved by a two-thirds<br />
majority vote of the church in a duly convened<br />
business session.<br />
z. If any organization other than a network or group of<br />
churches desires to be a part of the International<br />
Pentecostal Holiness <strong>Church</strong> at the General level, the<br />
Executive Committee of the Council of Bishops will<br />
negotiate an agreement with the organization that<br />
establishes the provisions under which the organization<br />
will be a part of the International Pentecostal Holiness<br />
<strong>Church</strong>. Such agreement shall be subject to the review<br />
and final approval of the Council of Bishops before<br />
being executed.<br />
E. Executive Committee of the Council of Bishops<br />
1. The Executive Committee of the Council of Bishops<br />
(hereinafter referred to in the Bylaws as “Executive<br />
Committee”) exists to carry out the executive and<br />
administrative functions of the International Pentecostal<br />
Holiness <strong>Church</strong>. The Executive Committee executes,<br />
implements, and administers policies established by the<br />
General Conference and the Council of Bishops. The<br />
Council of Bishops may grant or delegate additional<br />
authority to the Executive Committee, except for the<br />
authorities and powers reserved in these Bylaws for the<br />
General Conference or the Council of Bishops.<br />
