Bylaws<br />
Article I. Organizational Structure – General Level<br />
d. Licensed Clergy (active or retired) and their spouses<br />
e. Senior Pastors and their spouses<br />
f. Members of all General-level and Conference-level<br />
councils and boards<br />
g. Missionaries and delegates from foreign countries<br />
certified by the World Missions Ministries Division<br />
Council based on criteria approved by the Executive<br />
Committee of the Council of Bishops<br />
h. Representatives of other fellowships/organizations<br />
certified by the General Superintendent<br />
i. <strong>Church</strong> delegates to the General Conference based on<br />
the following policies:<br />
1) Only Member <strong>Church</strong>es are allowed to send church<br />
delegates to a General Conference.<br />
2) The number of delegates a church is allowed to<br />
send to General Conference is based on the<br />
church’s compliance with the <strong>Church</strong> Tithe and the<br />
church’s composite number.<br />
The composite number is the average of:<br />
a) <strong>Church</strong> membership at the end of the most<br />
recent calendar year (For the purpose of<br />
calculating a church’s composite number, the<br />
church membership shall not exceed 200% of<br />
the primary worship service[s] annual average<br />
attendance.)<br />
b) Primary worship service(s) annual average<br />
attendance<br />
3) Only Member <strong>Church</strong>es that comply with the<br />
<strong>Church</strong> Tithe will qualify to send one delegate per<br />
100 composite number or major fraction thereof.<br />
Member <strong>Church</strong>es that comply with the <strong>Church</strong><br />
Tithe but have a composite number of 50 or less<br />
