Organizational Structure – General Level<br />
A. Overview<br />
1. The purposes of the General Conference shall include<br />
worship, fellowship, selection of leaders, adopting policies,<br />
enacting legislation, receiving training, and conducting<br />
other activities in support of the mission/vision of the<br />
International Pentecostal Holiness <strong>Church</strong> to fulfill the<br />
Great Commission.<br />
2. The dates and location of General Conference shall be<br />
determined by the Council of Bishops. A General<br />
Conference shall be held every four years.<br />
3. The agenda for the General Conference shall be prepared<br />
by the Executive Committee of the Council of Bishops to<br />
be presented to the General Conference for adoption.<br />
4. Legislation adopted by a General Conference shall be<br />
binding on all entities on all levels of the International<br />
Pentecostal Holiness <strong>Church</strong> until the succeeding General<br />
Conference. An exception shall be that an emergency<br />
change to the Bylaws shall be submitted by the Council of<br />
Bishops to each Conference Executive Council and<br />
approved by two thirds of all Conference Executive Council<br />
members voting in all Conferences.<br />
5. General Conference shall have the sole right to adopt<br />
legislation determining the qualifications for membership in<br />
the International Pentecostal Holiness <strong>Church</strong>.<br />
B. Membership of General Conference<br />
1. The General Conference voting membership shall be<br />
composed of the following International Pentecostal<br />
Holiness <strong>Church</strong> delegates:<br />
a. Members of the Council of Bishops<br />
b. Former General Superintendents<br />
c. Ordained Clergy (active or retired) and their spouses<br />
