Introduction<br />
James D. Leggett was reelected to his third term as General<br />
Superintendent after receiving a two-thirds vote to allow his name<br />
to be placed on the ballot. Dr. Ronald W. Carpenter, Sr., was<br />
reelected as executive director of Evangelism USA and as vice<br />
chairman of the church. Dr. A. D. Beacham, Jr., replaced<br />
M. Donald Duncan as executive director of World Missions<br />
Ministries. Duncan announced his retirement before the ballots<br />
were cast. Edward W. Wood was reelected as executive director<br />
of Stewardship Ministries and General secretary-treasurer, and<br />
J. Talmadge Gardner was elected to head <strong>Church</strong> Education<br />
Ministries. Gardner had served eight years as assistant to the<br />
General Superintendent.<br />
The succeeding quadrennium surely will be known as the<br />
beginning of the large local church in the <strong>IPHC</strong>. For decades, the<br />
movement consisted of small churches. This shifted dramatically<br />
with the addition of the M-Initiative as a part of a strategic plan for<br />
growth, which included training for Conference leadership and<br />
consultation training. The M-Initiative gathers from across the<br />
nation those pastors who have the passion to reach or surpass<br />
the 1,000 mark in attendance and challenges them to meet their<br />
potential.<br />
While continuing to focus on church planting in the United<br />
States and abroad, the influence of the church spread significantly<br />
on the international scene. Two events contributed greatly to this<br />
effect. The first was the Twenty-First Pentecostal World<br />
Conference, held in July 2007 in Surabaya, Indonesia. Bishop<br />
James Leggett’s leadership as chairman of the Pentecostal World<br />
Fellowship gave the <strong>IPHC</strong> greater visibility within the world<br />
Pentecostal community.<br />
The second important occasion was the Fourth World<br />
Pentecostal Holiness Fellowship, which convened in May 2008 in<br />
Vancouver, British Columbia. The event drew representatives<br />
from every continent, highlighting the expanding globalization of<br />
the church. Due to the large <strong>IPHC</strong> missionary contingency,<br />
approximately 60 nations of the world were represented.<br />
The church in India celebrated a collection of ministry<br />
milestones in November 2006. Nearly 350 people met in Agra to<br />
commemorate the 85th anniversary of the International<br />
Pentecostal Holiness <strong>Church</strong> in India, the Golden Jubilee (50<br />
years) of ministry in South India, 25 years of outreach in East<br />
India, 25 years in Central India, and the Hobert Howards’ 55 years<br />
of missionary service.<br />
