Article II. Organizational Structure – Conferences<br />
9) The Conference Executive Council has authority,<br />
with the approval of the General Superintendent, to<br />
receive clergy from other fellowships who meet the<br />
ministerial requirements of the International<br />
Pentecostal Holiness <strong>Church</strong>.<br />
10) The Conference Executive Council has authority to<br />
bring a Member <strong>Church</strong> under its supervision,<br />
should primary worship service attendance decline<br />
by at least 40 percent over a period of a year or at<br />
any time when primary worship service attendance<br />
declines to fewer than 35 in average attendance. In<br />
case of a serious decline of or continual unrest in a<br />
Member <strong>Church</strong>, the Conference Superintendent,<br />
with the approval of the Conference Executive<br />
Council, must meet with the Senior Pastor and<br />
Local <strong>Church</strong> Administrative Council to determine a<br />
course of action.<br />
4. Conference Ministries Cabinet<br />
a. The Conference Ministries Cabinet, chaired by the<br />
Conference Superintendent, shall exist to facilitate<br />
communication and coordination among the ministries<br />
and departments of the Conference.<br />
b. The Ministries Cabinet shall consist of the following<br />
members:<br />
1) Representatives of the Conference Executive<br />
Council as determined by the Conference<br />
Superintendent<br />
2) Conference-level ministry and department leaders<br />
3) Others as recommended by the Conference<br />
Superintendent and approved by the Conference<br />
Executive Council<br />
c. The Authority and Duties of the Ministries Cabinet<br />
1) The Ministries Cabinet shall be the instrument<br />
through which the Conference Superintendent and<br />
