Bylaws<br />
Article II. Organizational Structure – Conferences<br />
(1) Only Member <strong>Church</strong>es are allowed to<br />
send church delegates to a Conference<br />
session.<br />
(2) The number of delegates a church is<br />
allowed to send to the Conference session<br />
is based on the church’s compliance with<br />
the <strong>Church</strong> Tithe and the church’s<br />
composite number.<br />
The composite number is the average of:<br />
(a) <strong>Church</strong> membership at the end of the<br />
most recent calendar year (For the<br />
purpose of calculating a church’s<br />
composite number, the church<br />
membership shall not exceed 200% of<br />
the primary worship service[s] annual<br />
average attendance.)<br />
(b) Primary worship service(s) annual<br />
average attendance<br />
(3) Only Member <strong>Church</strong>es that comply with<br />
the <strong>Church</strong> Tithe will qualify to send one<br />
delegate per 50 composite number or<br />
major fraction thereof. Member <strong>Church</strong>es<br />
that comply with the <strong>Church</strong> Tithe but have<br />
a composite number of 25 or less will<br />
qualify to send one delegate.<br />
c. Conference Session Committees<br />
The number, nature, composition, criteria, and method<br />
of selection of committees for Conference sessions<br />
shall be determined by each Conference in Conference<br />
session or by the Conference Executive Council.<br />
d. Clergy and lay membership on all councils, boards,<br />
and committees on the Conference level will be<br />
allowed based on the clergy or lay member’s<br />
compliance with the financial guidelines. Only lay<br />
members who meet the qualifications to serve as<br />
