Our sports season focuses mainly around the world circuit events: the<br />

Grand Prix, the Grand Slams and the various World Championships that the<br />

International Judo Federation organizes. However, in this context of very high<br />

performance, the Kata World Championship has also become a major event in<br />

our calendar. En event that the whole IJF and its members are very proud of.<br />

For the fourth time in history, the best specialists of the kata art, will meet on<br />

the tatami to win the world title, a title that has got a real value and represents<br />

a real achievement.<br />

Five katas will be judged by our world experts: the Nage-No-Kata, the Kime-<br />

No-Kata, the Katame-No-Kata, the Kodokan Goshin-Jutsu and the Ju-No-Kata.<br />

I warly congratulate and thank the Italian Judo Federation for organizing such<br />

a big event.<br />

I wish, on behalf of the International Federation, every success to all the<br />

participants. I wish them to put as high as possible the colors of their country,<br />

while respecting the traditions and values ​of our sport.<br />

I would like to address the Italian Federation’s and my personal greeting to the<br />

participants of the 4th World Kata Championships to be held in Italy on the next<br />

22 and 23 September in Pordenone, lively and friendly town in a Region, Friuli<br />

Venezia Giulia, that is rich in attractions.<br />

I am sure that the Organizing Committee of the event will do its best to full<br />

satisy the expectations of all delegations, combining the high level of the<br />

organization with a friendly and stimulating atmosphere, creating the conditions<br />

for an unforgettable edition of this expected World competition.<br />

I am pleased to emphasize that the growing success of Judo’s Kata witnesses<br />

how widespread and heartfelt is the desire to study in detail the authentic and<br />

traditional roots of a discipline that, in an admirable way, combines culture,<br />

rigor of technical movements and competitive spirit.<br />

The <strong>2012</strong> is very important for Judo and for Kata in particular: in March Italy<br />

hosted in Lignano Sabbiadoro the 2nd EJU Kodokan Seminar, a meeting of high<br />

technical and formative value, ennobled by the presence of a delegation at the<br />

highest levels, of the undisputed masters of the Kodokan in Tokyo, led by the<br />

Chairman and Olympic Champion Haruki Uemura; in September in Pordenone<br />

after the holding of the Continental Championship, ia about to live the exciting<br />

experience of a World Championship, that represents for many Athletes the most<br />

prestigious event and the climax of so many efforts.<br />

I would like to extend a right and proper thank you for the tireless work of<br />

promotion and spreading of kata to Franco Capelletti, IJF Kata Commission<br />

Director, vice President of EJU and of the Italian Judo Federation, to Stefano<br />

Stefanel, member of the Italian Executive Board and chairman of the Italian<br />

National Kata and Master Commission, and to all those who work with<br />

dedication and passion in favor of the development and planning of national<br />

and international activities related to this fascinating discipline.<br />

I wish all of you the best sports success, being sure that Pordenone will be the<br />

ideal setting to enjoy a World Championship characterized by the great positive<br />

Hotel reservations are made ONLY through the Organizers on a first come first serve basis in<br />

the required class (See Form 5). Hotel reservations must be made before 3rd of September<br />

<strong>2012</strong>. Full payment must be received before the 3rd of September <strong>2012</strong> (Bank transfer<br />

account please refer to the below information). If payment is made after this date a surcharge<br />

of 10% will be levied upon the total payable amount. Possible reservations of extra rooms at<br />

the check-in will also be surcharged with 10%. NO exceptions will be made. All bank fees<br />

and bank transfer costs are to be paid by the participation federation.<br />

Cancellation fees: up to 30 days before the arrival, full refund. From 30-10 days before the<br />

arrival 50% of the payment. After the 10th of September <strong>2012</strong> any cancellation of rooms<br />

or no-show will result in 100% of the charge of the hotel costs. Cancellations of the rooms<br />

cannot be made at the check-in. Injuries, visa problems or sickness are not valid reasons for<br />

cancellation of rooms.<br />

Warning: NO service will be provided by the organizers for the delegations who do not want<br />

to be accommodated in official hotels. These delegations will have to give us a contact<br />

telephone number for transmitting all important information.<br />

5. INSURANCE<br />

Each National Federation is responsible for its competitors (the control of non-pregnancy<br />

as well as the gender control are placed under the responsibility of the National<br />

Federations) and must assume all responsibility for accident and health insurance as<br />

well as the civil liabilities for their competitors and officials, during the World Kata<br />

Championship.<br />

The organizer of the World Kata Championship and the IJF will not be responsible for<br />

any insurance related to the above mentioned matters. Nevertheless the National Judo<br />

Federation staging the World Kata Championship shall take all necessary actions to provide<br />

insurance coverage against civil liability for the entire duration.<br />

The organizer of the World Kata Championship and the IJF has no liability for any claims<br />

of injury, illness or death arising out of the participation and traveling in connection with<br />

these events.<br />

6. NUMBER OF PARTICIPANTS<br />

There is no limit to the number of couples that each Federation may enter up: the competitors<br />

can only participate in one Kata.<br />

The competitors must be of the same nationality as the country, which enters them.<br />

Competitors who have double nationality can only represent only 1 participating Nation.<br />

When a competitor changes nationality, he must wait 3 years before he can represent the new<br />

country, unless the two countries concerned (the old country and the new country) agree to<br />

authorize his entry for the new nationality and this is accepted by the IJF (According to the<br />

Olympic charter Art. 42).<br />

Competitors are to be 18 years of age on 1ST January <strong>2012</strong> (born on or before 1994) and a<br />

minimum of 1st Dan.<br />

Couples can be composed of either 2 males, 2 females, or a male and a female.<br />

7. DEADLINE FOR APPLICATION<br />

8. CONTROL OF ENTRIES AND ACCREDITATION<br />

The control of entries and issuing of accreditation cards will take place at the SPORT HALL.<br />

21st of September from 09:00 AM to 05:00 PM<br />

At least one team official must attend in time to confirm the entries of all athletes and<br />

officials with his/her signature.<br />

A delayed appearance or no-show at control of entries may result in the exclusion of all<br />

participants from the draw and the event.<br />

In case of unforeseen delay of arrival the Federation must contact immediately the organizer<br />

An accreditation card will be issued to competitors, officials, judges and media. This<br />

accreditation card should be carried at all times.<br />

Passports or photocopy of passports from all competitors must be available on request.<br />

Number of accreditations for officials:<br />

9. COMPETITION RULES<br />

The official Kata competition recognised for these championships, will be five:<br />

• Nage-no-kata;<br />

• Katame-no-kata;<br />

• Ju-no-kata<br />

• Kime-no-kata;<br />

• Kodokan-Goshin Jutsu;<br />

The IJF Kata Competition Rules will be used to judge the Kata with reference also to the official<br />

Kodokan Kata video.<br />

COMPETITION FORMULA<br />

Each Kata will be divided in two groups: the top three couples with the maximum points from<br />

each group (that is 6 pairs for each Kata) will compete in the finals. Four mats will be used for the<br />

preliminary round and three mats for the final.<br />

If the Number of pairs is less than 10, there will be only one group: the top 6 couples of the group<br />

will compete in the final. For each Kata the couple with the maximum points will be awarded the<br />

gold medal, the couple with the second least points will be awarded the silver medal; and the third,<br />

the Bronze medal.<br />

In each of the five Kata the couple with the highest score will be awarded the gold medal, the couple<br />

with the next highest score will be awarded the silver medal and finally the couple with the next<br />

lowest score will be awarded the bronze medal.<br />

In each of the five Kata the following awards will also be assigned to whom is out from the podium:<br />

• the best classified male couple<br />

• the best classified female couple<br />

• the best classified male/female couple


September 22-23, <strong>2012</strong><br />

POINT SYSTEM<br />

The Judges are five and will award points on the official IJF scoring sheet. The Maximum score<br />

and the Minimum score are cancelled. The Total score of the three remaining judges will get totally<br />

get the final score. Each technique and open and closing ceremonies are evaluated with a<br />

maximum positive score of 10 points. The positive score is decreased by the mistakes.<br />

The evaluation of every technique of Kata has to consider the principle and the<br />

opportunity of execution: the evaluation (included the open and close ceremony) has to be<br />

comprehensive.<br />

Definition of mistakes<br />

• Forgotten technique<br />

An omitted technique will score zero and in addition the total final score of the Kata couple will be<br />

halved. If more than one technique are forgotten the score for that technique will also be zero but<br />

the total final score for the couple will not be halved again. Finally, if the halved total final score is<br />

not a whole number then the score will be rounded up.<br />

• Big mistake<br />

When the execution of the principle is incorrect (5 points are deducted and the maximum number<br />

of crosses is 1)<br />

• Medium Mistake<br />

When one or more elements of the principle are not applied in the correct way (3 points are<br />

deducted and the maximum number of crosses is 1).<br />

• Small mistake<br />

Imperfection in the application of the technique (1 point is deducted and the maximum number of<br />

crosses is 2).<br />

For every technique without a big mistake, the minimum score has to be 5. the evaluation of<br />

fluidity, course and rhythm represents the global vision of the whole Kata (included the bow):<br />

• If there is no big mistake in the Kata, the minimum result will be 5 and the maximum 10.<br />

• If there is a big mistake in the Kata (including the bow), the score must not be more than 5.<br />

• In case of a forgotten technique, the score or fluidity, course and rhythm is zero.<br />

In the Nage no Kata, right and left techniques will be evaluated comprehensively (only one score).<br />

The couple enters and leaves the competition area at the opposite side of shomen: the Start<br />

and end of Kata (opening and closing ceremony) is at 8 m or 10 m distance (bow to the mat).<br />

Any behaviour of Tori or Uke inside the Competition area that is contrary to the spirit of Kata will<br />

reduce the score of the ceremony.<br />

In case of equal score between pairs, the following criteria will be applied considering the scoring<br />

sheets of five Judges:<br />

• Total value of big mistakes - wins who makes less mistakes;<br />

• If still equal, total value of medium mistakes will be considered.<br />

wins the pair who makes less mistakes;<br />

• If still equal, total value of small mistakes will be considered<br />

wins the pair who makes less mistakes;<br />

• If still equal, the score of fluidity will decide. Wins the pair who has a better score.<br />

If two pairs, both placing 3rd in the eliminatory (or 6th place in case of only 1<br />

group) are still equal after all the above mentioned criteria, both pairs will qualify<br />

for the final.<br />

If two pairs placing 1st, 2nd or 3rd during the final are still equal after the above mentioned<br />

criteria, the Kata will be repeated so that the medal can be assigned.


<strong>WORLD</strong> <strong>KATA</strong> CHAMPIONSHIP, Pordenone <strong>2012</strong><br />

SYSTEM OF JUDGING<br />

Each Kata shall be evaluated by five judges under the supervision of the IJF Kata Commission.<br />

The five judges will be positioned on the Shomen side and they will seat at about 1 m distance apart<br />

from. The rule of neutrality will be applied: cannot be judged a pair of the same Nation.<br />

The position of the five judges will be the same for all the competition. If one judge is temporary<br />

replaced, he will take place in the same original position when he re-enters the competition.<br />

A Judge cannot be a competitor.<br />

The judges shall always be in their position before the arrival of the couple in the competition area.<br />

The couple enters the competition area at the opposite side of shomen in the centre, then they reach<br />

their corner. The judge in the centre at shomen side gets up and, with tense arms and palms of the<br />

hands turned upward, invites the couple to enter the competition area.<br />

COMPETITION AREA<br />

The Competition area has dimensions Minimum 8 x 8 and Maximum 10 x 10 metres and shall be<br />

covered by Tatami or similar acceptable material.<br />

The Competition area must be fixed to a resilient floor. When more adjoining competition areas are<br />

used, a common safety area of 2 metres is necessary.<br />

A strip of visible colour adhesive tape, approximately 10 cm. wide and 50 cm. long, shall be fixed on<br />

the centre of the competition area 6 m. apart, to indicate the starting position of Tori and Uke. The<br />

centre of the Competition area shall be indicated with a strip adhesive tape of the same<br />

colour.<br />

10. JUDGES<br />

The contests will be judged by IJF and Continental qualified Kata Judges. Kata rules to be<br />

followed are as published by the IJF.<br />

The number of judges per federation is limited to:<br />

Participating countries may enter 4 Judges.<br />

Non participating countries may enter 2 Judges.<br />

The IJF <strong>KATA</strong> COMMISSION may decide on the number of Judges according to the entries.<br />

Each participating Federation having IJF or Continental Judges has to enter at least one<br />

judge.<br />

Only the judges entered by their Federation can judge.<br />

All Judges are to arrive three days before the World Kata championships and attend a one day<br />

technical meeting organised on Thursday 20th of September <strong>2012</strong> at Hotel Santin to confirm<br />

participation as judges in these Championships.<br />

Only judges are to attend this seminar.<br />

The costs for travelling, board and lodging of the judges are at the costs of the member<br />

Federation.<br />

Inscriptions of the Judges have to be sent to the Organizer until the 10th of August <strong>2012</strong>.<br />

An inscription form is enclosed as Form 2.


September 22-23, <strong>2012</strong><br />

11. DRAW<br />

The draw to establish the groups and the sort of each group will be done the day before the<br />

Competition at the City Hall: the pairs medallist of the World Championship 2011 will be<br />

considered head of series and will be shared in the two groups. The pair that is head of series<br />

will be the last pair of the group that shows the Kata.<br />

Official dress (Jacket and tie) is required in the draw room.<br />

The draw for sort of the final will be done in the Sport Hall after the eliminatory.<br />

13. JUDOGI CONTROL<br />

The competitions will be held in white judogi and black belt.<br />

a.Approved judogi: Competitors should wear an IJF approved judogi supplied by one of the<br />

following manufacturers:<br />

Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film,<br />

Budo Sport AG, ESSIMO, MATSURU B.V.<br />

b.Judogi Control: It will be operated with a sokuteiki by IJF Education Commission prior to<br />

the fight. Judogi must have an IJF Official Label “APPROVED JUDOGI” with an optical code<br />

which cannot be falsified. The label will be controlled with an optical lamp. Each of the<br />

competition clothing articles (jacket, trousers and belt) must have an IJF official label.

c.Backnumber: Each competitor is obliged to have sewn on the back of his judogi a<br />

backnumber bearing his surname and his National Olympic Committee abbreviation.<br />

The backnumbers must be fixed horizontally and centered on the back of the judogi. They<br />

must be placed at a distance of 3cm from the bottom of the collar.<br />

The backnumber can be ordered from www.mybacknumber.com<br />

The delivery can take up to 4 weeks.<br />

d.Advertising: Competitors should carry on the back of their jacket the IJF and organizer<br />

dedicated sponsors of the event.<br />

Advertising on the judogi must be in compliance with the IJF regulations. Refer to Guidance<br />

of Judogi Control Document.<br />

e.National Emblem: Athletes can have their national emblem on the left front part of the jacket<br />

within a space of 100cm2.<br />

N.B It is the responsibility of the judoka to comply with the IJF regulation rules.<br />

14. PARTICULAR RULES FOR WOMEN<br />

Female contestants shall wear under the jacket either, a plain white or off-white tee-shirt,<br />

with short sleeves, rather strong, long enough to be worn inside the trousers, or a plain white<br />

or off-white leotard with short sleeves. All other regulations must be adhered to.<br />

15. COACHING<br />

No coach admitted.<br />

16. ANTI-DOPING CONTROL<br />

There is no anti-doping control for this Competition.<br />

17. VISA<br />

The Italian Judo Federation is happy to help any country with obtaining visa for athletes and<br />

officials. For nations, who need VISA to enter ITALY, please send the ITALIAN JUDO FEDERATION<br />

as soon as possible (latest 3rd of August) list of participants according to visa application<br />

form with full names, passport numbers, date of birth, and positions (MUST send together<br />

with scanned Passport Copies according to the relevant updated requirement of ITALY<br />

18. LAND TRANSPORT<br />

The Organizer will provide free bus service for competing delegations from/to Hotel to/from<br />

Sport Hall. Transfer from/to Venice or Treviso Airport to/from hotel at request at the price of<br />

25,00 euro per person one way. Transfer from/to Pordenone railway station to from/hotel at<br />

request at the price of 5,00 euro per person one way.

19. FUNDAMENTAL PRINCIPLE<br />

All National Federations, officials, coaches and athletes participating in the World Kata<br />

Championship have to respect and accept the authority of the IJF officials, the Statutes, the<br />

Sports and Organization Rules, the Refereeing Rules of the International Judo Federation,<br />

according to the IJF Rules and SOR Provisions (point 23.8), individuals deemed to have<br />

acted against the IJF, its principles or purposes shall be subject to suspension or expulsion<br />

from the event and/or cancellation of their accreditation cards.<br />

20. ATTENTION VERY IMPORTANT<br />

The competitors wearing their white judogi (no shoes) will stand behind the podium according<br />

to the following order 2,1,3. Every competitor having won a medal has to attend the ceremony<br />

and receive his medal in person. If a competitor is absent during the awarding ceremony for<br />

no valid reasons he will lose the right for the medal. It is strictly forbidden for competitors on<br />

the podium to bring national flags or the similar identification other than the one represented<br />

in the regular manner on their equipment. Any demonstration of religious, political, personal<br />

or commercial sign is prohibited and so is wearing a cap or any other head cover.<br />

The examination will be held the 21st of September. The candidature is opened for new IJF<br />

Kata Judges or to extend the number of Kata licences for the Judges that have not license<br />

for all Kata. The participation at the Seminar for Judges organized the 20th of September<br />

before the Kata World Championship is compulsory.<br />

Criteria for the Candidates: Each National Federation can enter up maximum 3 candidates<br />

having Continental License for the Kata they ask to do the examination.<br />

Minimum Age = 30 years old - Maximum Age = 60 years old - Minimum grade = 4th dan<br />

Each Candidate can be examined by the IJF Kata Commission for the Kata recognized in<br />

the IJF competitions for a maximum of 5 Kata. The examination will be in Judogi.<br />

The Italian Judo Federation is happy to help any country with obtaining visa. For nations,<br />

who need VISA to enter ITALY, please send the Italian Judo Federation as soon as possible<br />

(latest 3rd of August) list of participants according to visa application form with full names,<br />

passport numbers, date of birth, and positions (MUST send together with scanned Passport<br />

Copies according to the relevant updated requirement of ITALY Government).<br />
