The reason for the delay, given by most speakers, was the lack of low sulphur fuel, which all industry players underlined as key to achieving the required emission standards. Session 1: China’s vehicle emissions legislation update and global trends in motor vehicle pollution control The first session looked at global trends for vehicle emissions legislation, as well as the particularities of the Chinese case. Michael Walsh of ICCT opened with a global overview of emissions legislation. He stressed that PM2.5 emissions are the single most important issue facing the global automotive industry - a fact that has been recognised in new Chinese air quality standards. He outlined the Californian example, which is at the forefront of emissions standards. He went on to discuss the possibility of China “leapfrogging” emission standards, similar to what was done in Brazil. Cui Mingming from the Ministry of Environmental Protection (MEP) looked at current vehicle emissions in China. He discussed the legislation timetable, and explained the impact that a rapid growth in vehicle sales will have on air quality, even with tightening emissions standards. A recent report showed that on-road vehicles in China emitted 6 million tonnes of NOx in 2010. Heavy duty vehicles are about 20% of the total yet account for 70% of NOx emissions. Unfortunately, the deadline for China IV has been delayed from January 2012 to July 2013. A revised date for China National V has not been agreed (currently scheduled for January 2013).
