Ever since Master Chef exploded on to<br />

our silver screens and transformed home<br />

cooking into an art of dizzying gourmet<br />

heights, the interest in fine dining among<br />

Malaysians has exponentially increased. To<br />

cooked up the Malaysia International<br />

Gourmet Festival (MIGF) which is now in<br />

its 13th successive year and will take place<br />

throughout <strong>October</strong> in 31 participating<br />

restaurants.<br />

The Festival’s unwavering focus is on the<br />

skills of the world-class chefs already residing<br />

in Malaysia and the all-year-round quality<br />

of its cuisine and restaurants. This year’s<br />

Festival theme “Cool Chefs - Cooking with<br />

Attitude” means there will be no expletivesdeleted<br />

type of outbursts from Gordon<br />

Ramsey wannabes and the attitude is in the<br />

end product – the ‘cooking’, or the dishes<br />

themselves which exude confidence, style,<br />

chutzpah and pizazz.<br />

Sacrifice<br />

Eid al-Adha or “festival of sacrifice”, is an important<br />

religious holiday celebrated by Muslims worldwide<br />

to honour the willingness of the prophet Ibrahim<br />

(Abraham) to sacrifice his young first-born son Ismail<br />

(Ishmael)a as an act of submission to God’s command<br />

and his son’s acceptance to being sacrificed, before<br />

God intervened to provide Abraham with a Lamb to<br />

sacrifice instead. In the lunar Islamic calendar, Eid al-<br />

Adha falls on the 10th day of Dhu al-Hijjah and lasts<br />

for four days.<br />

Through this ultimate act of sacrifice, Abraham had<br />

shown that his love for God superseded all others:<br />

that he would lay down his own life or the lives of<br />

those dearest to him in submission to God’s command.<br />

Muslims commemorate this event every year during<br />

Eid al-Adha where animals are sacrificed in a symbolic<br />

ritual.<br />

The Kaabah, also known as the Sacred House, was constructed by Prophet Abraham<br />

without an opportunity to partake in the sacrificial<br />

meal during these days.<br />

Distributing meat amongst the people, chanting the<br />

Takbir out loud before the Eid prayers on the first<br />

day and after prayers throughout the four days of Eid,<br />

are considered essential parts of this important Islamic<br />

festival. In some countries, families that do not own<br />

livestock can make a contribution to a charity that will<br />

provide meat to those who are in need.<br />

Malaysia is often promoted as a world class<br />

food destination and the Chefs of the Malaysia<br />

International Gourmet Festival epitomize this,<br />

as one can have the opportunity of tasting<br />

the best cuisines, whether they be fine dining<br />

or otherwise, that this country has to offer.<br />

The meat from the sacrificed animal is divided into<br />

three parts. The family retains one third of the share;<br />

another third is given to relatives, friends and neighbors;<br />

and the other third is given to the poor and needy. The<br />

regular charitable practices of the Muslim community<br />

are demonstrated during Eid al-Adha by concerted<br />

efforts to see that no impoverished person is left<br />

So you think you know your neighbor south of the<br />

border well enough, do you? If you have not visited<br />

Dempsey Hill, then you are yet to discover one of<br />

Singapore’s top lifestyle destinations.<br />

Set amid lush, quiet surroundings that evoke old world<br />

charm, this mini-precinct offers a respite from the city,<br />

and is just a short distance away from Orchard Road.<br />

It boasts a hip cluster of wining and dining establishments,<br />

art galleries, antique furniture stores and weekend<br />

farmers markets.<br />

Dempsey used to be a military stronghold. It was the<br />

site of the British army barracks in colonial times and<br />

the Central Manpower Base of Singapore (CMPB),<br />

where young men reported for military service, in the<br />

early 1970s.<br />

Foodie highlights include European restaurant The White<br />

Rabbit. This airy spot is housed in the former chapel of the<br />

colonial British garrison. It’s a beautifully refurbished space<br />

outfitted with wrought-iron grills, stained-glass windows<br />

and sage-green banquettes.<br />

For your specialty food needs, there is Australian gourmet<br />

store, Jones the Grocer. Pick up the highest quality<br />

chocolate, jams, snacks and extensive array of cheeses<br />

here. Just next to it is the Museum of Contemporary<br />

Arts (MOCA @ Loewen), a contemporary art specialist,<br />

showcasing top works by regional names like Chen Liu<br />

and Fang Lijun.<br />

Fishing vessels make a picturesque sight<br />

A bold landmark in Marang’s town centre<br />

The picturesque Marang village, nestling beneath<br />

the shade of palms, sits on a narrow sand strip<br />

island in the mouth of the Marang river, about<br />

100 meters from the mainland. The houses here<br />

are mainly wooden constructions with corrugated<br />

metal roofs or thatch.<br />

Marang has existed for perhaps more than a hundred years, with<br />

families living here earning their living through catching cuttlefish<br />

and the seasonal prawn fishing. Fishermen traditionally put to<br />

sea in the high prow and stern “Sekuci” fishing boats although<br />

the more modern beamy boats can be found here too.<br />

The fishermen of Marang live a reverse life to the majority of<br />

people: working during the night hours, sleeping during the day.<br />

But the day is a time of intense activity for the other members of<br />

the family on the island when cuttlefish have to washed, cleaned<br />

and dried, using simple tools, and working efficiently on clear<br />

production line principles. Most of the cuttlefish are salted and<br />

dried and stay in good condition, even without refrigeration, for<br />

six months. Others are immediately packed fresh to markets or<br />

hotels, both domestic and abroad as part of the growing export<br />

industry.<br />

You can step into the idyllic setting of the Marang fishing<br />

village by just crossing a wooden bridge right into that more<br />

placid place by the clear waters of both the sea and the<br />

lagoon and experience the warmth of the fishing folk as they<br />

Cara Membuatnya:<br />

Kupas mangga muda, kemudian rendam dalam air 15 minit untuk membuang getahnya. Toskan dan<br />

hiris halus. Masukkan ke dalam mangkuk bersama hirisan bawang dan tomato. Gaul rata. Ketepikan.<br />

Satukan sos ikan, gula, bawang putih, cili padi dan jus limau nipis di dalam mangkuk, kacau rata-rata<br />

dan tuangkan dalam mangkuk berisi mangga hiris dan bahan-bahan lain. Gaul rata. Tambah kacang<br />

tanah dan ikan bilis, gaul lagi dan sesuaikan rasa.<br />

Alas bekas yang sesuai dengan daun salad. Alihkan kerabu atas daun salad dan tabur sedikit ikan<br />

bilis goreng dan kacang tanah yang telah diasingkan atasnya sebelum menghidang. Hidangkan<br />

segera bersama nasi dan lauk-lauk lain.<br />

THE AFTERMATH<br />

The session on Highway Asset Management<br />

touched on several areas of interest including the<br />

need for skilled highway construction workers,<br />

with trends towards increasing mechanization of<br />

construction activities and an overview of 3-D<br />

GIS technology and the future possibility of using<br />

the smart phone as a primary data collection tool<br />

for determining asset condition and supporting<br />

engineering decisions. A discussion on the use of<br />

performance based KPIs for highway maintenance<br />

focused on allowing contractors the opportunity<br />

to reduce costs through innovation and improved<br />

efficiency.<br />

The Panel Session on communicating tolling issues<br />

to the public yielded some excellent suggestions on<br />

how the industry can achieve greater acceptance<br />

of toll highways. Following the example set by India,<br />

the simple re-naming of the word “toll” to become<br />

“User Fee” can create positive connotations while<br />

the Japanese experience of including the public<br />

in all major tolling decisions through a Vox Populi<br />

or “Popular Voice”, provides transparency and an<br />

understanding of the tangible benefits to be enjoyed<br />

in return for the fee<br />

Organising Chair Dato’ Noorizah<br />

Hj Abd Hamid said that plans are<br />

already underway for the next<br />

PIECE event, due to take place in<br />

Kuala Lumpur in the first quarter of<br />

2015.<br />

Celebrated road safety advocate Kamal Affandi Hashim tries a unique approach to pull in<br />

delegates to his concurrent session featuring JPJ and JKJR<br />

True to its promise of providing insights on the industry’s<br />

challenges and best practices from around the world,<br />

PIECE <strong>2013</strong> ended on a high note with delegates giving the<br />

thumbs up for the three-day destination event.<br />

Country experiences were shared throughout the<br />

conference. The panel of eminent speakers in the first<br />

plenary session unanimously agreed that the greatest<br />

challenge faced by all three countries lies in gaining public<br />

acceptance with regard to the need for toll highways. In<br />

Malaysia, this relates to the effective dispersal of traffic in<br />

order to manage congestion; while in India, it involves<br />

locating the toll collection points away from commuter<br />

routes. The Indonesian Toll Road Authority hopes to<br />

improve project delivery by seeking the government’s<br />

consideration to bear land acquisition costs.<br />

Issues facing the financial sector include the need for<br />

longer tenures to attract investors, and government<br />

support especially in acquiring land. In terms of Foreign<br />

Direct Investment, some of the challenges faced include<br />

competing against opportunities for FDI in other sectors<br />

such as manufacturing, as well as risk distribution between<br />

investors and government.<br />

On the environment, much thought was given to the<br />

development of a Green Highway Index. Once again,<br />

the expectations of road users play a significant role in<br />

deciding on the criteria to be measured. These include<br />

traffic congestion levels and the recycling and use of<br />

waste material generated by highway maintenance and<br />

construction activities.<br />

Road Safety issues centred on the need for the engineering<br />

design of roads to create “forgiving highways” by taking into<br />

account various aspects of human behaviour. Following a<br />

lively debate, it was further agreed that Education and<br />

Enforcement should come together to change those<br />

human behaviours that typically result in high accident rates<br />

and fatalities.<br />

MURAL COMPETITION<br />

Justeru itu, semua gerai yang beroperasi di<br />

kawasan-kawasan rehat perlu mematuhi syarat<br />

dan garis panduan yang ketat di samping perlu<br />

lulus Penilaian Tahunan yang dikendalikan oleh<br />

syarikat ini setiap tahun sebelum kontrak tahunan<br />

gerai dilanjutkan.<br />

Setiap gerai yang beroperasi di R&R perlu melalui<br />

Penilaian Tahunan dan kontrak bagi gerai-gerai yang<br />

tidak mencapai tahap lulus tidak akan disambung<br />

kontrak untuk beroperasi pada tahun berikutnya.<br />

Sekolah Menengah Kebangsaan Mergong, Alor Setar, Kedah<br />

emerged as this year’s Champion of the MUFORS’ Inter-<br />

School Mural Competition organized by <strong>PLUS</strong> and brought<br />

home RM20,000 in cash.<br />

Sekolah Menengah Kebangsaan Dato’ Mahmud Mat, Pekan,<br />

Pahang and Sekolah Menengah Kebangsaan Benut, Pontian,<br />

Johor, came in second and third place respectively and received<br />

RM15,000 and RM10,000 each.<br />

Consolation prizes for the 4th to 12th placings received<br />

RM5,000, while for 13th to 20th placings received RM3,000<br />

each.<br />

The prizes were presented by Education II Minister, YB Dato’<br />

Seri Idris Jusoh at Persada <strong>PLUS</strong> recently.<br />

50 secondary schools from across the country were eligible<br />

to compete in this year’s mural competition based on their<br />

submission of an essay on road safety.<br />

Each shortlisted school received cans of paint and other muralpainting<br />

equipments worth RM2,000 to kick start their mural<br />

projects. The schools were given two months to complete the<br />

murals.<br />

The mural competition is part of the “Malaysians Unite For<br />

Road Safety” (MUFORS) Corporate Social Responsibility<br />

programme introduced by <strong>PLUS</strong> in 2009.<br />

<strong>PLUS</strong> has pro-actively organised various other CSR<br />

programmes such as the ‘Respect Your Limits’ road safety<br />

seminar for heavy vehicle drivers and operators, as well as<br />

‘Gerakan Motosikal Pencetus Amalan Keselamatan’ (GEMPAK<br />

MUFORS) programme aimed at young motorcyclists.<br />

Through this competition, <strong>PLUS</strong> believes that the students are<br />

not only collaborating to develop the best and most attractive<br />

murals but also indirectly promote positive values in them and<br />

helping them to understand the importance of road safety.<br />

The mural competition is also supported by Nippon Paint Sdn<br />

Bhd as the official paint supplier.<br />

• Drive Sensibly : Aggressive driving (speeding, rapid acceleration<br />

and braking) wastes fuel. It can lower your fuel mileage by 33<br />

percent at highway speeds and by 5 percent around town.<br />

• Observe the Speed Limit : While each vehicle reaches its<br />

optimal fuel economy at a different speed (or range of<br />

speeds), fuel mileage usually decreases rapidly at speeds<br />

above 80 km/h. Observing the speed limit is also safer.<br />

Depreciation is the difference between the amount you spend<br />

when you buy a car and the amount you could get back when you<br />

sell or trade it in.<br />

Although you can’t prevent your car from depreciating (i.e sell it<br />

for the same price you bought it), you can try minimizing your car<br />

depreciation with these tips:-<br />

• Remove Excess Weight: Avoid keeping unnecessary items in<br />

of fuel per hour, depending on engine size and air conditioner<br />

(AC) use. Turn off your engine when your vehicle is parked.<br />

• Use Cruise Control: Using cruise control on the highway<br />

helps you maintain a constant speed and, in most cases, will<br />

save fuel.<br />

KEEPING YOUR CAR IN SHAPE<br />

• Buy a car with neutral external colours such as black, white and<br />

silver. These colours will most likely still be popular in a couple<br />

of years and will therefore sell for more.<br />

• Buy a car with safety and comfort features such as central<br />

locking, alloy wheels, a CD/MP3 player, navigation equipment,<br />

parking assistance and anti-lock braking system. Useful features<br />

improve resale value.<br />

Perkhidmatan Bengkel Bergerak ‘Workshop on Wheels’ atau<br />

WOW yang diperkenalkan oleh <strong>PLUS</strong> hampir setahun lalu berjaya<br />

mengurangkan aduan tentang kegiatan penipuan oleh trak tunda dan<br />

bengkel yang tidak bertanggung jawab.<br />

Pengarah Urusan <strong>PLUS</strong>, Dato’ Noorizah Hj Abd Hamid berkata,<br />

“Penubuhan perkhidmatan bengkel bergerak WOW adalah merupakan<br />

inisiatif <strong>PLUS</strong> untuk mengelakkan pengguna lebuh raya terus menjadi<br />

mangsa syarikat trak tunda atau bengkel yang tidak bertanggung jawab.<br />

Setelah hampir setahun perkhidmatan ini diperkenalkan, kita dapat<br />

melihat ia memberi kesan yang amat positif di mana jumlah aduan<br />

yang diterima berhubung kegiatan penipuan trak tunda dan bengkel<br />

turun secara mendadak.”<br />

Sebelum WOW diperkenalkan, <strong>PLUS</strong> menerima kira-kira 42 aduan<br />

di antara tahun 2011 hingga September 2012 berhubung kegiatan<br />

penipuan trak tunda dan bengkel yang tidak bertanggung jawab.<br />

Setelah WOW diperkenalkan pada Oktober tahun lalu, hanya 5 aduan<br />

diterima setakat ini.<br />

“Bagi menjayakan WOW, <strong>PLUS</strong> telah berkolaborasi dengan pihak AAM<br />

untuk sama-sama menangani masalah ini. Pihak AAM telah melantik<br />

bengkel-bengkel panel mereka untuk menyediakan perkhidmatan<br />

bengkel bergerak di lebuh raya,” jelas Noorizah.<br />

Secara ringkasnya, perkhidmatan yang diberikan<br />

oleh WOW adalah percuma. Tetapi, pengguna perlu<br />

membayar caj alat ganti kenderaan yang dikenakan<br />

oleh WOW.<br />

Terdapat 17 pasukan WOW yang beroperasi 24-jam di sepanjang<br />

Lebuhraya Utara-Selatan, Jambatan Pulau Pinang dan Lebuhraya<br />

Linkedua ketika ini.<br />

BAGAIMANA BANTUAN<br />

WOW DIBERIKAN?<br />

1) Pengguna yang mengalami kerosakan kenderaan menghubungi<br />

Pusat Kawalan Trafik <strong>PLUS</strong> menggunakan talian<br />

<strong>PLUS</strong>Line 1800 88 0000 atau menggunakan telefon kecemasan<br />

lebuh raya<br />

2) Pasukan <strong>PLUS</strong>Ronda tiba dan beri bantuan<br />

3) Jika kerosakan tidak dapat dibaiki, <strong>PLUS</strong>Ronda akan memaklumkan<br />

Pusat Kawalan Trafik<br />

4) Pusat Kawalan Trafik menghubungi WOW<br />

5) WOW tiba ke lokasi dan membaiki kerosakan<br />

Pasukan WOW menyediakan perkhidmatan membaiki dan menukar<br />

alat ganti kenderaan seperti bateri kereta, radiator, kipas dan lain-lain<br />

dengan caj yang berpatutan. Semua kerja-kerja ini akan dikendalikan di<br />

lokasi selamat di lebuh raya tanpa perlu keluar dari kawasan lebuh raya<br />

dan membayar kos tundaan.<br />

Namun begitu, jika kerosakan tersebut memerlukan perkhidmatan<br />

membaiki yang lebih rumit, kenderaan mungkin perlu ditunda ke<br />

bengkel WOW di luar kawasan lebuh raya. Walau bagaimanapun,<br />

sekiranya pengguna masih mahu menghantar kenderaan mereka ke<br />

bengkel pilihan masing-masing, mereka boleh berbuat demikian dan<br />

kos ditanggung oleh pengguna itu sendiri.<br />

”Bagi mengelakkan kekeliruan dan menimbulkan keraguan kepada<br />

pengguna, caj menukar alat ganti kenderaan dipaparkan dengan jelas<br />

pada kenderaan WOW untuk pengguna membuat penilaian sendiri,”<br />

kata Noorizah.
