Experience of a lifetime
for Modern Apprentices
In the September Bulletin we
mentioned Modern Apprentices
Joshua Vekula and Matthew Davis,
who were awarded an Outward Bound
scholarship in the Marlborough
Sounds. We caught up with them
afterwards to see how they got on...
Josh of Downer EDI Works, Wellington,
and Matt of Fulton Hogan, Dunedin, are
both doing a Modern Apprenticeship in
Civil Plant Operation. They were chosen
a $500 Kathmandu voucher to help pay
InfraTrain got involved with Outward
Bound through the Built Environment
Training Alliance (BETA) who organised
the course. Fourteen Modern Apprentices
took part from ITOs including Building
due to of the sheer volume of water.
Matt and Josh agree that Outward Bound
was a positive experience and that they

learned a lot about themselves. The
course helped them to skills such as
leadership, teamwork, organisation and
perseverance, which they have been
able to take away and apply directly to
their work.
Matt climbing the wall
The course also gave them the
opportunity to look at their personal lives
and focus on setting goals for the future.
Matt says “Near the end of the course
we did a solo event, where we spent
four nights and three days completely
alone on a beach with minimal supplies.
One of our tasks was to write a letter to
ourselves, which Outward Bound will post
to us in six months time. The letter will
be a good way to see whether we’ve stuck
to our goals, and to remind us of what we
set out to achieve.”
Josh feels that he is already reaping the
rewards of the course. “Before Outward
Bound I was a smoker, but I had my last
cigarette at the ferry terminal in Picton
and haven’t smoked since. I’m much
fitter now, eat fewer takeaways and run
regularly, and I can’t see myself going
back to the way I was before.”
As for the future, Scott Watch are already
planning a reunion for next August, where
they will take their families and friends
along. Both Josh and Matt have come away
feeling they have made friends for life, and
Josh has already met up with others from
the watch since returning home.
John Wills, CEO of InfraTrain said
“We received a number of excellent
applications for the scholarship
and we were encouraged to see the
commitment being made by so many
Modern Apprentices to gaining skills and
qualifications in the industry.
“We are really pleased that Matthew and
Joshua enjoyed their experience and hope
that it will continue to benefit them in
their career and personal lives in years to
come. Outward Bound is an extremely
worthwhile programme, and InfraTrain will
continue to sponsor scholarships in the
future so that more trainees can benefit.”
Applications for 2009 scholarships
will open in March – details will be
posted at www.infratrain.co.nz early
next year.
InfraTrain assessment is world-class
InfraTrain has successfully trialed
a Recognition of Current Competency
(RCC) model to assess skilled and
experienced candidates in the
workplace.
Using a portfolio to collect evidence such
as workplace documents is central to the
RCC process. The candidate also provides
a written record of their work experiences.
Following assessment of the portfolio,
the assessor undertakes a site visit to
meet with the candidate and verifiers.
During the visit, the candidate has
the opportunity to demonstrate their
understanding of what they have
learned and to give examples of their
skills and attitudes through ‘professional
conversation’ with the assessor.
The first twenty candidates have
successfully completed RCC assessments
for the National Certificate in
Infrastructure Pipelaying, and the
model has received positive feedback
from candidates and assessors. As
well as the National Certificate in
Infrastructure Pipelaying, RCC portfolios
are now available for candidates
wishing to complete the National
Certificates in Civil Plant Operation,
and will shortly be available for Civil
Construction Supervision. Further
portfolios will continue to be developed.
Lester Hoare, Quality Assurance Manager
at InfraTrain, recently presented a paper
outlining the trial to the International
Association for Educational Assessment
2008 Conference, which was held in
Cambridge, England.
Lester explains, “The IAEA Conference
provided an opportunity for InfraTrain to
benchmark the RCC assessment model
against those used by other organisations
and in other countries. We were
encouraged to find that our model
compares very favourably to others and
was viewed positively by delegates. The
conference reinforced our view that
not only is InfraTrain up there with
the rest of the world, it is actually an
innovator and leader in it’s approach to
qualifications assessment.”
Group learning paves the
way to success at Fulton
Hogan
A fresh approach to learning by Fulton
Hogan North Harbour in Silverdale,
Auckland has resulted in a number
of trainees completing the National
Certificate in Civil Construction Works
(General Introductory Skills).
Weekly classroom-based study sessions
were held for staff at the Waitakere site as
part of an initiative to increase motivation
and improve teamwork. The sessions were
run by Auckland-based InfraTrain Training
Advisor, Rayma Chorley, and gave trainees
the chance to go through their workbooks
as a group and to apply the tasks to
their roles. One to one sessions were also
used to set goals and look at individual
learning needs.
Peter Gillespie, Workplace Assessor and
Tutor at Fulton Hogan, said “We’re really
proud of how this group of trainees
has progressed. The classroom-based
sessions were a great way to reiterate
what they’ve learned out on site. We have
also noticed an increase in motivation
and a change in attitudes. The GIS is
a great success and has helped set the
trainees onto a pathway of learning. The
staff based at Waitakere and Silverdale
who completed the qualification will
now progress to the National Certificate
in Civil Plant Operation. One employee,
Everardus Schreurs, is signed into a
Modern Apprenticeship in Road Opening
Trenching and Pipelaying.”
Fulton Hogan North Harbour currently
has over 40 trainees working towards
qualifications which include Civil
Construction Works, Civil Plant Operation,
Pavement Surfacing, Operate Safe Silver
Card, CIGIS, Water Reticulation and
Asphalt Production.
A new face in Nelson
Rosie Goodison is the new Training
Advisor for Nelson. She comes to
InfraTrain from Smart Careers, where
she worked as a Modern Apprentice
Co-Ordinator.
A registered assessor with Tranzqual,
Rosie’s knowledge of industry
training and the qualifications
process will put her in good stead
for her new role.
Rosie is looking forward to
supporting trainees and companies
in Nelson and Marlborough.
Welcome to the team Rosie!
An award-winning
approach to training
Congratulations to B-G Contracting
of Rangiora, winners of the InfraTrain
Training Award at the recent 2008
Canterbury Contractor of the
Year Awards.
The award aims to recognise the
achievements of a company which has
shown an outstanding commitment to
developing and upskilling its staff.
Fiona Malloch, of InfraTrain, Christchurch,
said “B-G Contracting stood out as
obvious winners because they are totally
committed to staff training. They offer
a supportive learning environment and
provide different types of training to help
staff reach their full potential. They treat
every employee as an individual rather
than using a ‘one size fits all’ approach.”
Have you ever wondered how
InfraTrain makes sure that all
qualifications are assessed to the
same standards across the
country? Well, that’s where our
Regional Moderators come in.
Regional Moderators perform a quality
assurance role, making sure that
assessment decisions are consistent
across the board. When looking at
assessments they are asking the question
‘Based on the same evidence, would
another assessor make the same decision
as this one?’
Moderation Officer Bruce McCall
explains, “The moderation process is
essential to maintaining the credibility
of InfraTrain qualifications. It enables
industry to feel confident in our
assessment decisions – for example, that
an assessor in Whangarei would make
the same decision as one in Invercargill.
The moderation process ultimately means
that InfraTrain is offering a quality
product to the industry.”
InfraTrain currently has 10 Regional
Moderators who are based around
the country and who have extensive
New Qualifications for Surveying
A new National Certificate in
Surveying (Assistant) and National
Diploma in Surveying developed by
InfraTrain have been enthusiastically
received by the surveying profession.
These qualifications are the result of
collaboration between InfraTrain and
the New Zealand Institute of Surveyors
(NZIS). Both qualifications have been
developed in response to industry
demand and have attracted a great deal
of interest. Resources are currently being
finalised and both qualifications will be
available for sign up early next year.
The qualifications are relevant to civil
construction and land development
work. Both provide the opportunity to
gain practical skills and knowledge from
industry experts.
The National Certificate in Surveying
(Assistant) is a Level 3 qualification.
It is designed for people entering or
working at assistant level in the land
surveying sector of the surveying
profession. The certificate is completed
through the recognition of relevant
work experience and on-job training.
Student membership of NZIS is available
to enrolled trainees. This qualification can
lead to the Diploma in Surveying (Level 6).
The National Diploma in Surveying
is a Level 6 qualification. It is designed
for survey technicians and provides
the practical skills required for
infrastructure and land development
projects. The diploma can be
completed either through the
completion of workbook activities,
recognition of relevant work experience
and on-job training, or through
full-time or part-time study at an
accredited provider.
The diploma also has an optional
strand in Mine Surveying, which
recognises competence in underground
surveying work. Graduates of the
National Diploma are eligible for
Associate Membership of NZIS (ANZIS).
