As a consequence finding trade-<strong>of</strong>fs between competing objectives become battle grounds<br />
in many major conflicts <strong>of</strong> urban development.<br />
In addition, infrastructures such as parks and gardens are <strong>of</strong>ten not well maintained, due to<br />
low budgets from the authority, and overlapping responsibilities <strong>of</strong> many disciplines and<br />
administrative levels quickly results in a log jam in the management <strong>of</strong> public spaces (DO<br />
2011). Typically a change instituted by policy change may take a long time to impose<br />
because <strong>of</strong> administrative inertia and lack <strong>of</strong> suitable precedents.<br />
<strong>Urban</strong> Planning in Hanoi is still a top-down process (see LUONG/STEINGRUBE 2013)<br />
A government <strong>of</strong>fice is responsible for urban planning, but the development <strong>of</strong> the master<br />
plans is carried out by several consultancy organizations (business companies or institutes)<br />
in a bidding contest. This first phase is named ‘inviting to bid’.<br />

A. The plan <strong>of</strong> approved urban construction should be made<br />
public so that people can know and follow it.<br />
Chapter 5:<br />
Article 39. All urban technical infrastructure must be tested on<br />
completion. eople’s Committees <strong>of</strong> provinces and cities are<br />
directly responsible <strong>under</strong> the Central Government for the<br />

In the process <strong>of</strong> making detailed plans <strong>of</strong> construction,<br />

second phase is called ‘bidding’. The “winner plan” is then presented to the political body<br />
<strong>of</strong> the city (the eople’s committee <strong>of</strong> Hanoi) who make the decision whether or not to<br />
implement the plan.<br />
