o Furthermore, these groups should turn <strong>their</strong> loudspeakers to a suitable volume so that<br />
the music does not disturb other park users and people exercising do not receive<br />
negative effects on <strong>their</strong> ears.<br />
Complaints about environmental unfriendly behavior: firstly, there should be many trash<br />
cans in parks which can easily be seen and reached by visitors. Secondly, park users’<br />
consciousness about the environment and public behavior should be improved by<br />
education, communication and so on.<br />
A very effective tool for the management <strong>of</strong> parks as well as for general further planning<br />
processes is a monitoring system for UGAs. For planning processes, both visitor data and<br />
potential user data from the surrounding area are necessary. This information should be<br />
organized in one common system and updated regularly. Moreover, in order to monitor<br />
early conflicts and improve users’ behaviors, websites, blogs and even comment post boxes<br />
direct in the parks should be provided in an easy-to-use format. An example is the website<br />
http://www.mauerpark.info/ from Germany. Another solution might be to create an online<br />
survey system (as “<strong>Green</strong>STAT”) to collect attitudes not only <strong>of</strong> park users but also<br />
attitudes <strong>of</strong> people who do not go to parks. This “public opinion <strong>of</strong> parks and green spaces<br />
will be available, either for the local green space service or individual parks. And the<br />
information will enable those who are responsible for parks and green space provision to<br />
manage <strong>their</strong> parks and green spaces in line with what the local community needs, and to<br />
gain political support for improving <strong>their</strong> service” (GREENSPACE 2010: n.p.).<br />
R-7: Establish a UGA monitoring system based on up-to-date technology involving regular<br />
(or even permanent) countings.<br />
Finally, there is a nice idea discussed and piloted mostly in Australia and also in the USA,<br />
so-called “partnering”. Partnering means a kind <strong>of</strong> cooperation, mostly on an informal level<br />
not fixed by strong contracts (see ADOT 2012; VEAL 2012). Partnering can:<br />
happen horizontally among several parks and gardens to coordinate <strong>their</strong> activities and<br />
support each other;<br />
also involve local people, NGOs, volunteers etc.:<br />
for example: volunteers are useful groups, organized groups like NGOs are<br />
theoretically needed to advocate the governance progress.<br />
